Dr. Flor has established a distinguished career marked by significant contributions to public policy, transportation planning and the arts. Serving as a senior transportation planner and writer for King County Metro Transit from 1971 to 1997, he has dedicated over 25 years to advancing equitable access to transportation. During this period, he identified critical barriers faced by inner-city residents, particularly single parents seeking employment and childcare. In response, he developed the Jobs Access Transportation Program around 1997, at a pivotal time of welfare reform.

Dr. Flor's initiative outlined comprehensive transportation services connecting urban neighborhoods with suburban job centers. The program garnered attention from state officials, leading to his involvement in organizing a conference with the Federal Transit Administration. This conference convened representatives from multiple states to discuss funding strategies for transportation programs. Through his leadership, Dr. Flor secured federal, state and local funding to launch the plan, significantly improving job accessibility for underserved communities.

Prior to his tenure at King County Metro Transit, Dr. Flor served as a legislative assistant for the Seattle City Council. In this capacity, he contributed to policy development and legislative processes that addressed the needs of diverse populations within the city. He also worked as an educator in various schools throughout Seattle. His commitment to education extended beyond the classroom as he sought to foster inclusivity and cultural awareness among students.

After retiring from public service, Dr. Flor transitioned into the arts as a playwright and poet. He has achieved recognition as a creative talent in theater, with his works often exploring themes of cultural heritage and social justice. Actively engaged in the Seattle Playwrights Circle and the Dramatists Guild, He collaborates with fellow writers and mentors emerging talent, particularly young Filipino artists. He is also affiliated with Rain City Writers, Theatre Puget Sound and the YMCA Poetry Workshop, further demonstrating his dedication to supporting creative communities.

Dr. Flor's academic background has been instrumental in shaping his multifaceted career. He earned a Doctor of Philosophy in higher education administration and public policy from the University of Oregon in Eugene. He also holds both a master's degree and a bachelor's degree from Seattle University in Seattle, Washington. The perseverance instilled by his parents, particularly his father's pursuit of education while working multiple jobs, deeply influenced his work ethic. Early employment in restaurants and canneries in Alaska helped finance his education and reinforced his commitment to hard work.

Throughout his career, Dr. Flor has been widely recognized for his humanitarian service and leadership in transportation planning. Among them are the Humanitarian Award from the King County Martin Luther King Group, the President's Award from the Community Transportation Association of America in 2008 and the Workplace Award from the King County Coalition Against Domestic Violence in 2004. Earlier in his career, he received the Access to Work Award from the American Transit Association in 1998 and the Silver Spokes Award from the Northwest Bicycle Association in 1995.

In addition to his professional achievements, Dr. Flor is dedicated to advancing opportunities for underrepresented voices in theater and literature. He continues to focus on writing plays and poetry as platforms for emerging artists and actors to gain visibility. During the pandemic, he wrote several radio plays and participated in coursework at Liberty City Radio. A King County 4Culture grant and residency at the Jack Straw Cultural Center enabled him to record these works despite challenges, such as changes in radio station partnerships. With support from family members, he secured new outlets like Bellevue College Radio for broadcasting.

Mr. Flor is dedicated to ensuring that Filipino history and culture are recognized and celebrated in public discourse. Shaped by his upbringing in Seattle's multicultural community, he remains passionate about increasing representation in literature and education. Having encountered only one minority poet during his schooling, Mr. Flor continues to advocate for diverse voices through his plays, poetry, and mentorship of emerging Filipino and underrepresented artists.

Outside his professional achievements, Mr. Flor finds fulfillment in writing poetry and plays, as well as in exploring new cultures through travel. He remains devoted to mentoring emerging talent, particularly women in the arts, and to creating opportunities for underrepresented voices to share their stories on stage.
