Organized meetings with board members to raise awareness of critical issues, and reinforced policies and procedures through monthly driver training meetings, implementing and monitoring bus cameras and GPS systems, maintaining oversight of bus operations via office television screens, and ensuring accountability among drivers regarding safety protocols.
This program significantly enhanced student safety and operational efficiency, allowing mechanics to focus on preventive maintenance rather than constant repairs. Mr. Fennell also prioritized comprehensive training for drivers and mechanics, ensuring they were proficient in the latest technologies and best practices. For the preceding six years, Mr. Fennell served as manager of operations for the city of Englewood. In this public sector role, he oversaw essential municipal services while pursuing additional education at Rutgers University to obtain a State certification as a public works manager in New Jersey. His responsibilities included policy development, regulatory compliance and management of daily operations.
Between 1992 and 2003, Mr. Fennell was a branch manager at Laidlaw Education Services after serving as head dispatcher for Ridgefield Park Transport from 1987 to 1992. His professional journey began in 1973 in the transit industry, with 23 years dedicated specifically to the school bus sector.
Over the course of his career, he has been an active member of the National Association for Pupil Transportation and maintained a more than three-decade affiliation with the New Jersey School Transportation Supervisor Association. Through these organizations, he received formal training, attended conferences and participated in seminars that deepened his understanding of transportation safety and industry best practices.
Mr. Fennell's academic achievements have played a pivotal role in his professional development. He completed coursework at Rutgers University from 2004 to 2009, earning State certifications as a public works manager and recycling professional, as well as credentials in basic supervision, public relations, managing and developing human resources and management tasks. Growing up in North Carolina, he initially pursued higher education but was unable to continue after one semester due to complications with financing through his father's Veterans Affairs benefits. He is deeply involved with his church community as a lay leader, opening the church each morning and assisting with daily operations alongside the office administration and staff for more than a year and a half after stepping up when another member fell ill. He also actively participates in visiting the sick members, instructing new members' orientation classes, assisting in the food pantry, and singing with the men's choir.
Outside of work, Mr. Fennell enjoys fishing, golfing, — a hobby he adopted in recent years — and previously spent 12 years coaching basketball at a local middle school in Teaneck. Now semi-retired alongside his wife Linda, they travel together frequently; while she attends conferences for her organization, he continues working remotely when possible and explores new destinations during their trips.
Family is central to Mr. Fennell's legacy. He takes pride in supporting his children's diverse paths — one son is in the financial field, one son is an attorney, while another serves as a dispatcher for police and fire services —and strives to instill values of excellence, purpose, and compassion through example.
