This groundbreaking work represents what Ms. Franklin calls "the beginning of communication with animals," beginning with humanity's oldest and most trusted companion — the domesticated dog. The research forms the foundation of her upcoming series, A Science of the Canine Mind, which merges artificial intelligence, behavioral psychology, and empathy-based analysis to decode emotional resonance across species.
The first volume, Foundations for Communication: How Understanding Emotions Can Heal Both Species, will be released in Winter 2025, alongside its companion guide, The CERT: Canine Emotional Resonance Techniques and Applications. Together, these works introduce the Canine Emotional Roadmap (CER) and a structured set of exercises designed to enhance mutual understanding, emotional healing, and resonance between dogs and their human companions. Through collaborative research with FurLife Veterinary Practice in Florida and SOS Galgos in Spain, Ms. Franklin is working to scientifically validate the emotional and physiological patterns described in the CER model—bridging advanced AI data interpretation with real-world veterinary observation and animal-welfare advocacy.
Her background:
While still in college, Ms. Franklin visited Kaua'i and was deeply moved by its balance of beauty, community, and purpose. From that moment, she knew she wanted to build both a career and a life there—somewhere, as she describes, "where love is abundant and purpose is clear." Determined to make that vision real, she spent seven years actively working toward it—traveling to the Pacific Missile Range Facility (PMRF) for interviews, aligning her skills with mission needs, and planning her career trajectory with precision. Every step was intentional, part of a larger design to live and work in service of something greater than herself.
That dedication culminated in her eventual assignment to PMRF in Kaua'i, home of the historic Star Wars missile-defense program. There, Ms. Franklin supported undersea-to-space testing, missile intercept operations, and range safety oversight for the Aegis Ballistic Missile Defense System. Trusted for her judgment, she was granted real-time authority to trigger destruct signals during high-risk missions, ensuring the protection of both the public and mission personnel during live intercepts.
It was during her years at PMRF that Ms. Franklin conducted extensive quantitative risk analysis—evaluating missile flight trajectories, debris fields, and environmental safety thresholds. Her analytical work required the use of high-performance computing (HPC) to model complex real-time scenarios. This experience led her to discover the Department of Defense High-Performance Computing Modernization Program (HPCMP), which provided secure supercomputing resources across the department.
Ms. Franklin quickly recognized that these government-owned HPC resources represented the future of digital engineering and operational efficiency. She became a strong advocate for using existing DoD HPC infrastructure to reduce cost, enhance security, and eliminate dependence on commercial systems that were not compliant with defense-grade cybersecurity requirements. Her vision was clear: transform how the department utilized its own compute power to modernize testing and data analysis—avoiding the cost burdens and security risks that now characterize large-scale commercial AI platforms.
After years of meaningful work and island life, Ms. Franklin felt a calling to do something even more impactful—something that would make her years of technical and personal growth truly worthwhile. Answering that call meant leaving the paradise of Kaua'i and returning to Washington, D.C., the place where she was born and where her journey in science and public service had first begun. The transition marked a profound turning point: from testing advanced systems in remote ranges to shaping the digital transformation of the entire Department of Defense.
Throughout her federal service, Ms. Franklin encountered institutional resistance to innovation. Yet she maintained her conviction that collaboration, empathy, and shared purpose—not competition—drive enduring progress. This philosophy guided her advancement into leadership roles where she could unify diverse technical communities across the Department of Defense.
She later served with the Department of the Navy, leading its Modeling and Simulation Office and advising senior executives on digital modernization strategy. She joined the Space Development Agency (SDA) as Chief Architect for Tranche 1, helping design what would become the first military internet in space. Concurrently, she represented the Office of the Under Secretary for Research and Engineering in a major DoD governance study, contributing 44 key recommendations that helped define the authorities, roles, and framework for the U.S. Space Force—many of which have since been implemented to strengthen allied cooperation in orbit.
Her expertise extended beyond space and missile defense into data engineering and analytics. Long before the creation of the Chief Data and AI Office, Ms. Franklin was analyzing classified and operational datasets to extract meaningful insights. As part of the DoD Strategic Management Plan team, she helped design architectures that revealed how the department allocates resources across hundreds of financial systems. Her independent analysis led to a comprehensive model for resolving systemic budget inefficiencies, integrating financial intelligence with operational strategy—an accomplishment that demonstrated her ability to unify complexity into actionable reform.
In recognition of these accomplishments, Ms. Franklin spent a short time with NVIDIA as Senior Account Manager for Department of Defense Programs, strengthening partnerships and expanding the use of AI within national security applications. During this period, she deepened her understanding of both technology and human systems—and realized that her greater purpose extended beyond engineering alone.
Ms. Franklin chose to pursue that purpose fully, to create organizations dedicated to service and collaboration. She founded Humanity + AI, Inc. to democratize access to AI education and created N SYSTEMS, LLC, where she serves as President, to support her colleagues and community within the Department of Defense.
Together with members of the Tech Leadership Community (TLC)—a group she founded, comprising more than 40 business owners, subject-matter experts, and innovators—Ms. Franklin confronts some of the most complex challenges facing defense and society through ethical technology, shared intelligence, and mutual support.
This new chapter also brought Ms. Franklin back to her lifelong love of animals and the study of emotional intelligence. Her current body of work, A Science of the Canine Mind, unites data, empathy, and science in pursuit of what she calls "the beginning of communication with animals."
