Since 2024, she has been the deputy secretary of support services at the Maryland Department of Juvenile Services. In this capacity, she oversees the operations of 11 distinct units, directing and managing the agency's comprehensive operations with a focus on strategic growth and organizational excellence. Her role as the second in command, reporting directly to the secretary of the DJS, underscores her significant influence and responsibility within the department.

Prior to her current appointment, Ms. Johnson held the position of chief administrative officer at the Maryland Department of Juvenile Services from 2023 to 2024. In this role, she was instrumental in streamlining administrative processes and enhancing operational efficiency. From 2020 to 2023, she served as the deputy chief financial officer for the agency in the Baltimore area, where she managed complex financial portfolios and contributed to the organization's fiscal stability. Ms. Johnson's expertise in budgetary oversight was further demonstrated during her tenure as director of budget management from 2018 to 2020. She was responsible for developing and implementing budget strategies that supported the department's mission. Her earlier service as fiscal chief II from 2013 to 2018 provided her with foundational experience in financial operations and team leadership.

In addition to her roles within the Maryland Department of Juvenile Services, Ms. Johnson expanded her public sector experience as a manpower management specialist with the federal government at the GS-12 level in 2018 and as a financial management analyst for the Department of the Navy from 2016 to 2018. She began her career in state government as a fiscal officer II at the Maryland Department of Juvenile Services in 2013 and previously served as an equal employment opportunity specialist with the Pennsylvania Department of Military and Veterans Affairs in 2009.

Ms. Johnson's professional journey is also marked by her military service. From 2006 to 2020, she served as a military police officer in the United States Army, where she developed expertise in security, leadership and crisis management. From 2009 to 2011, she was a program manager for the United States Army, overseeing critical projects and initiatives that contributed to national security objectives.

Ms. Johnson's commitment to professional development is reflected in her active memberships with several organizations, including the Office of Juvenile Justice and Delinquency Prevention, the National Association of State Procurement Officials, the National Institute for Public Procurement, the National Grants Management Association, the Public Sector HR Association, the American Society of Military Comptrollers, the National Council of Juvenile and Family Court Judges, the Workforce Development Association, the National Society of Leadership and Success – CTU Chapter 2023. She is also a lifetime member of the American Correctional Association.

Ms. Johnson's academic achievements have been integral to her professional success. She earned a Master of Business Administration in organizational leadership and financial management services from Colorado Technical University in 2019, following a Master of Science in homeland security management in 2011. She completed a Bachelor of Science in business administration, with a concentration in human resources, at Colorado Technical University in 2010 and holds an associate degree in business administration and management from DuBois Business College, awarded in 2000.

Ms. Johnson's commitment to continuous learning is further demonstrated by an array of certifications, including a green purchasing certification from the State of Maryland Procurement Academy, an MDOT contract management certification, and a certified Maryland procurement officer from the State of Maryland Office of Procurement Academy. She was also recognized as a certified procurement management associate by the State of Maryland Office of Small Procurement and a State of Maryland adjunct trainer from the State of Maryland Police and Correctional Training Commissions. She holds an enhanced defense financial management certification from Management Concepts and completed the equal opportunity leadership course with the United States Army. She was certified as a State of Maryland property officer on 10/21/2025 and is certified in defense financial management (CDFM) Level 2 and DoD.

Ms. Johnson's civic engagement is extensive. She volunteers and donates to veteran communities and local food banks, reflecting her commitment to service. As a speaker and youth mentor, she has participated in numerous speaking engagements aimed at empowering women and supporting young female college students, encouraging them to seek help and overcome adversity. Her professional excellence has been recognized through numerous awards, including the Outstanding Support Honoree Award from the Juvenile Service Education Program under Superintendent Kimberly Pogue in 2023, the Time Off Award from the Department of Defense in 2017, the Monetary Award from the Department of Defense in 2016, and numerous military decorations, including an Army Achievement Medal, three Army Commendation Medals, an Army Reserve Component Achievement Medal, a Global War on Terrorism Service Medal, an Iraqi Campaign Medal with Bronze Star, Commandant's List Achievement, and Global War on Terrorism Expeditionary Medal, among others. She also received the 2024 Empowering Women Award from the Daily Record.

Looking ahead, Ms. Johnson envisions establishing her own business with a comprehensive approach that includes a wraparound service program for youth ages 10 to 24, focusing on life skills tailored to them. The program will feature a customized model designed for youth, incorporating financial literacy initiatives and holistic support for families and youth striving for success. The program will also have a teen-parent prevention and support component to provide the best option for youth and families.
