Ms. Ma's work focuses on optimizing hospital discharge planning, case management and care coordination as well as strengthening risk management, quality assurance and regulatory compliance. She also offers clinical legal nurse consulting for litigation, expert review and case analysis, aiming to improve patient outcomes, reduce operational risk and decrease the cost of health insurance through data-driven solutions and proactive program development. Committed to addressing the root causes of key issues in the health care system, she prioritizes appropriate care levels and adequate reimbursement over financial gain.

Prior to founding her consulting practice, Ms. Ma served as the regional manager for long-term care coordination and continuum at Kaiser Permanente from 2023 to 2025 — the culmination of nearly 15 years at the company. In this capacity, she oversaw the integration of care across multiple settings, ensuring seamless transitions for patients and supporting pilot programs to repatriate members back into the health system. Her leadership contributed to the development of a new case management department in support of the 2024 CalAIM Initiative, designed to improve quality of life outcomes to de-institutionalized patients across the State of California to the appropriate level of care.

In 2023, Ms. Ma held the position of senior surgical care program registered nurse quality coordinator at Kaiser Permanente. Collaborating with multidisciplinary teams to ensure adherence to clinical standards and regulatory requirements, she was responsible for monitoring and enhancing the quality of surgical care. During this time, she also spearheaded a redesign within the company that enhanced workflow processes while meeting the required standards throughout Southern California.

For two years, Ms. Ma excelled as a risk manager at Kaiser Permanente, where she oversaw patient safety, identified areas of non-compliance and analyzed ambiguous policy language. Her work in risk management led her to participate in quality assurance initiatives and Joint Commission surveys in hospitals, clinics and procedural areas, contributing to the organization's commitment to regulatory compliance and patient safety.

As the assistant director for interventional radiology and computed tomography at Kaiser Permanente from 2020 to 2021, Ms. Ma expanded her expertise in procedural care environments, focusing on the delivery of specialized services and the integration of advanced imaging technologies into patient care. During three years as an operating room manager and interim director, she applied her expertise in the operating room by developing a safety checklist to ensure optimal standardized safety and decrease in injuries, further demonstrating her commitment to patient safety and operational excellence.

Ms. Ma's earlier roles at Kaiser Permanente included serving as an inpatient quality case manager from 2015 to 2017 and operating room registered nurse from 2011 to 2015. In both of these positions, she managed both inpatient and outpatient care, participated in pilot programs and contributed to the advancement of case management and care coordination practices.

Also recognized for her outstanding military service, Ms. Ma was a nurse officer in the United States Air Force from 2010 to 2023. During this time, she managed flight staging crews, oversaw C-17 critical care flight operations and improved clinic access and waiting times for soldiers and civilians in need. Her tenure in the Air Force allowed her to explore health care delivery in the military sector, deepening her understanding of the unique challenges faced by veterans and active-duty personnel.

Ms. Ma was inspired to join the military by her brother, who was stationed at the same Air Force base where he enlisted in the March Reserve as Staff Sargent. Her desire to understand health care delivery across both the civilian and military sectors has significantly shaped her journey across health care and consulting. With over 15 years of experience working within the University of California system and the memorial system, she has developed a comprehensive understanding of health care operations with variety of managed care plans and medical group, risk management and patient safety that she now leverages through her own business.

Ms. Ma is recognized as an expert in risk management, quality and regulatory compliance, having achieved a high level of proficiency in these areas throughout her career. Committed to consistent professional excellence and ongoing education, she is a member of Sigma Theta Tau, an international honor society of nursing. Her clinical experience includes serving as a surgical intensive care unit registered nurse at Torrance Memorial Medical Center from 2010 to 2014 and as a heart and lung transplant intensive care unit registered nurse at University of California, Los Angeles (UCLA) Health from 2011 to 2012, with both roles developing her knowledge of critical care and transplant nursing.

Hailing from an equally accomplished academic background, Ms. Ma earned an Executive Master of Health Administration from the University of Southern California in 2017, equipping her with advanced leadership and management skills essential for her roles in health care operations and consulting. She received a Bachelor of Science in Nursing from Azusa Pacific University in 2010, which provided her with a strong clinical foundation and contributed to her recognition with the Clinical Excellence Award from the same institution. Her educational journey began with a Bachelor of Science in Business Administration, management and operations from California State Polytechnic University, Pomona, awarded in 2001.

In recognition of her dedication to both patient safety and giving back through community service, Ms. Ma was honored with the Leader Exceptional Achievement Distinction Award from Kaiser Permanente in 2018 as well as the First Responder Recognition Award from the Baldwin Park Business Association in 2018 by providing 30 free surgeries to the community of Baldwin Park through collaboration with volunteered physician and operating staff.

Determined to further her impact in the future, Ms. Ma envisions a comprehensive approach to case coordination that emphasizes the vital role of case managers. She is committed to leveraging advancements in artificial intelligence and the consolidation of electronic medical records to enhance the efficiency of case and care coordination.
