Mr. Wilkins, the west regional director of operations for the Virginia Department of Motor Vehicles, was promoted to his position in 2024. In this capacity, he oversees operations for over two dozen customer service centers across the southwestern region of Virginia, including the Roanoke and Bristol districts. Mr. Wilkins's responsibilities also include managing customer service functions, such as driver's license renewals, vehicle registration, titling and commercial driver's license testing. He develops and implements policies and procedures to ensure operational efficiency and compliance, oversees security and facility functions for customer service centers and administers disciplinary actions to maintain professional standards. Additionally, Mr. Wilkins represents the commissioner at various tasks in their absence.

Recognized for his expertise in problem-solving and customer service, Mr. Wilkins consistently drives innovation and operational improvement while leading a team of approximately 300 employees. Stepping into his position after five years with the organization, he previously served as an assistant manager at the Virginia Department of Motor Vehicles' Charlottesville Customer Service Center from 2023 to 2024. In this position, he supported daily operations, supervised staff and contributed to process improvements that enhanced customer satisfaction. Between 2019 and 2023, Mr. Wilkins excelled as a senior generalist in customer service for mobile operations at the Virginia Department of Motor Vehicles.

Before joining the Virginia Department of Motor Vehicles, Mr. Wilkins served as the customer operations manager for the Hanover County Department of Public Utilities from 2015 to 2017. There, he managed utility billing, collections and customer care functions, focusing on optimizing processes and improving service outcomes for county residents.

Leveraging his former success, Mr. Wilkins built a significant portion of his career in the utility sector with EPCOR Water USA from 1993 to 2014, where he held the position of manager of customer care, billing and collections. Over more than two decades, he advanced through multiple company transitions, including Citizens Utilities Water and American Water, eventually overseeing operations across five states. Mr. Wilkins's leadership was instrumental in transforming underperforming regions into top performers by fostering collaboration, accountability and continuous improvement.

Mr. Wilkins's professional journey began with distinguished military service as an integrated avionics technician and staff sergeant in the U.S. Air Force between 1980 and 1992. During his tenure, Mr. Wilkins worked on aircraft systems, security operations, and international assignments as part of a rapid-response team responsible for maintaining communication, navigation, and countermeasure systems on military aircraft.

Civically engaged throughout his life, Mr. Wilkins is passionate about guiding young people from diverse backgrounds so they understand that their origins should not limit their potential for success. He has enjoyed youth mentoring initiatives such as Big Brothers Big Sisters of America and is preparing to launch a mentoring program with Richmond Public Schools focused on supporting young men in Richmond.

When he is not busy working, Mr. Wilkins enjoys collaborating with his wife on her online platform "Caffeine and Conversation." He offers insights into relationships from a male perspective, particularly regarding communication in marriage and parenting. He also participates in segments such as "Menopause Monday," where he discusses how menopause affects relationships from a man's viewpoint.

Mr. Wilkins attributes much of his resilience and drive to overcoming adversity early in life. The values instilled during his formative years were further reinforced by his military experience, shaping his approach to leadership. Looking ahead, Mr. Wilkins aspires to advance into higher levels of leadership within customer service management. He also envisions leveraging his expertise by starting a business focused on customer service training or consulting.
