Since 2025, she has served as the Chief Spectrum Policy Strategist at Bluestone Logic, where she applies her expertise to protect Department of Defense (DoD) equities across critical portions of the electromagnetic spectrum. Her work involves evaluating national policies, analyzing the impacts of H.R.1 on DoD frequency bands, and assessing congressional actions that influence military readiness and operations. Through constant collaboration with armed forces partners and vigilant monitoring of emerging risks, she ensures policymakers maintain the situational awareness necessary to safeguard national defense.
In addition to her national security work, Shelly has served as Chief Operating Officer at STA Delivery LLC since 2020. In this role, she oversees the daily management and operational performance of this multimillion-dollar company, directing strategic planning, workforce development, and business growth. Her leadership focuses on strengthening organizational resilience and supporting employee success—reflecting her core belief that service also means fostering opportunity, stability, and empowerment within her community.
Before joining Bluestone Logic, Shelly served as Deputy Director of Electromagnetic Spectrum Policy and Programs in the Office of the DoD Chief Information Officer (2022–2025). In this capacity, she not only helped shape strategic policies governing spectrum access across the joint force but also led initiatives to strengthen the Department's electromagnetic spectrum workforce and readiness posture. Her efforts advanced workforce policy development, training modernization, and talent alignment essential to sustaining national defense capabilities in an increasingly contested spectrum environment. From 2018 to 2021, she served as a Senior Collection Manager, Navy Military Advisor, and EMSO Strategist within the Office of the Secretary of Defense, further amplifying her contributions to defense operations amid rapid technological and geopolitical change.
Shelly's record of service began in the United States Navy, where she distinguished herself as a Cryptologic Warfare Officer. She made history as the U.S. Navy's first African American female Surface Search and Rescue Swimmer. She was among the trailblazing group of nine women assigned to the USS Saipan in 1996 as part of the Women at Sea movement. She later led Navy Cyber Unit 29, the Nation's first operationally capable cyber team, preceding the formal establishment of U.S. Cyber Command. Throughout her military career, her guiding principle remained the same: to serve with courage, integrity, and absolute commitment to those who relied on her leadership.
Shelly's achievements have been rooted in a strong academic foundation. She earned her Bachelor of Arts in French language and literature with cum laude distinction from Southern University A&M College (1991), followed by a Master of Science in International Relations from Troy University (1999). She later completed a Master of Science in Military Operational Art and Science at the Air Command and Staff College (2006). She is currently completing her dissertation toward a Doctor of Philosophy in global studies at American Military University, with anticipated completion in 2026—reflecting her lifelong dedication to learning in the service of others.
She remains active in professional and civic organizations, including the Association of Old Crows, AFCEA International, and Alpha Kappa Alpha Sorority, Inc., where she holds Silver Star membership. She is also under consideration for service on the External Advisory Board for SpectrumX, further extending her contributions to advancing national and international spectrum initiatives.
Shelly's exemplary record of service has been recognized through numerous honors, including the DoD CIO Team of the Quarter (2023), the Legion of Merit, the Military Service Medal, the Joint Commendation Medal, the Navy Commendation Medal, and the Navy and Marine Corps Service Medal, among others. Her achievements in bodybuilding further demonstrate her discipline, resilience, and personal commitment to excellence.
Her service extends into her personal life as well; she volunteers with Habitat for Humanity and supports public health initiatives through Alpha Kappa Alpha Sorority, including the "Pink Goes Red" campaign.
