SALEM, OR, December 11, 2025 /24-7PressRelease/ -- Craig A. Prosser has been selected for inclusion in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

Marked by more than two decades of progressive leadership and technical expertise, Mr. Prosser has led a distinguished career in wastewater treatment and regulatory compliance. Since 2021, he has served as wastewater superintendent for the City of Albany, Oregon, where he is responsible for ensuring regulatory permit compliance, overseeing all aspects of wastewater collection and treatment, stormwater management, environmental services, laboratory operations and pre-treatment programs. Mr. Prosser also is a consultant for the City of Cottage Grove on regulatory permit requirements, operations, and biosolids management.

Though his tenure to date counts several milestones, Mr. Prosser is most proud of transforming the City of Albany's biosolids management plan from landfill disposal to the beneficial reuse of Class A Exceptional Quality Compost. The start-up was featured in a March 2023, BioCycle magazine article titled "Launching a Biosolids Composting Facility". Through the years Mr. Prosser was able to change the maintenance strategy from a reactive approach to a proactive one, significantly reducing emergencies and enhancing operational reliability. He takes particular satisfaction in maintaining an exemplary record free from major issues or violations and is confident that his stewardship has left the City of Albany in a stronger position.

Mr. Prosser's entry into wastewater management was prompted by a career change through Vocational Rehabilitation following an injury in his previous occupation. An aptitude test revealed strengths in microbiology, chemistry and mathematics — skills that have proved invaluable throughout his professional journey. He attributes his success to forward thinking and determination to solve complex problems, as well as his current leadership team for fostering innovation by embracing open-mindedness and focusing on long-term planning.

Prior to becoming Wastewater Superintendent, Mr. Prosser excelled as a plant supervisor for the Cities of Woodburn and Albany, where he managed daily plant operations and supported staff development. From 2018 to 2020, he held the position of public works operations division manager for wastewater with the City of Woodburn, Oregon, following his tenure as wastewater division supervisor. In each of these roles, he directed division-wide initiatives focused on compliance and process optimization, ultimately enhancing environmental and community safety.

From 2015 to 2018, Mr. Prosser was the chief operator for the City of Stayton, Oregon. During this period, he led operational improvements that contributed to the facility earning recognition as Plant of the Year by the Pacific Northwest Clean Water Association West Central Oregon Section in 2015.

Earlier in his career, Mr. Prosser served as a lead operator III for the City of Woodburn Public Works Department from 2009 to 2015 and as an operator II with the City of Salem from 2006 to 2009. He gained valuable foundational experience as an operator I with the City of Dallas in Oregon from 2003 to 2006.

Outside of his primary roles, Mr. Prosser has demonstrated a longstanding commitment to professional development and industry leadership. He is currently the Oregon Region Director for the Pacific Northwest Clean Water Association and has been an active member since 2010. Also affiliated with the West Central Oregon Section, he served as president from 2011 to 2022 and continues to contribute as an advisory board member. Additionally, he is a committee member with the Association of Clean Water Administrators since 2021 and serves as a speaker and proctor for the Pacific Northwest Clean Water Association, the Oregon Association of Water Utilities, and American Water Works Association.

Much of Mr. Prosser's success in environmental management stems from his operations experience and academic background, which includes an associate degree in environmental sciences from Linn-Benton Community College in 2002 and early coursework in liberal arts and sciences at Oregon State University. To augment his credentials, he earned his certification as a wastewater operator grade IV in 2012 and wastewater collections grade III in 2016 — both from the State of Oregon Department of Environmental Quality — as well as a master certificate from the International City and County Management Association (ICMA) Leadership Academy.

In addition to his professional responsibilities, Mr. Prosser has dedicated significant time to civic engagement and volunteerism with Doernbecher Children's Hospital and has served on the Linn-Benton Community College Environmental Technology Advisory Board since 2015. Furthermore, he has participated in the Oregon Water Environment School Committee since 2014.

To commemorate his many years of outstanding leadership and contributions to city and community safety, Mr. Prosser has been recognized with several accolades. He was presented with the Oregon Region Excellence and Service Award from the Pacific Northwest Clean Water Association in 2025 and received Plant of the Year honors for the City of Woodburn in 2011 by the Pacific Northwest Clean Water Association West Central Oregon Section.

Happily married and a devoted family man, Mr. Prosser enjoys outdoor activities such as boating, fishing, hunting, woodworking, vehicle restoration and Christmas tree farming. He is actively working toward obtaining a captain's license and has spent recent years chartering boats in Washington's San Juan Islands — a pursuit he intends to continue into retirement.

Looking toward the future, Mr. Prosser remains focused on the City of Albany's Wastewater Master planning, Compost facility expansion, advancing wastewater disinfection processes and infrastructure projects that ensure beneficial reuse for many years to come. Even after retirement, he plans to remain engaged through project management efforts aimed at achieving full compliance across upgraded systems. On a personal level, he also hopes his family will expand to include more grandchildren for he and his wife Dennise to spend time with.

Mr. Prosser's legacy is defined by his dedication to environmental stewardship, forward-thinking initiatives and advocacy for future generations entering wastewater management — a field he believes offers meaningful opportunities to protect the environment, achieve stability and make an impact throughout local communities.
