Since 2007, he has served as a senior product manager at Applied Concepts, Inc., where he works with the sales department, engineering and analyzes feedback from law enforcement agencies, and collaborates with the National Highway Traffic Safety Administration to set industry standards for police radar systems. His role also includes ensuring that all equipment is rigorously tested and maintained to deliver accurate readings; working closely with engineering teams to develop and verify new testing methodologies; training sales personnel; and addressing technical inquiries from both clients and internal staff. Mr. Hocker's expertise in police radar and LIDAR is widely recognized, and he is praised for achieving a high level of proficiency in these specialized areas.

Before his current position, Mr. Hocker spent 28 years at Kustom Signals, Inc., where he held several key roles. From 1995 to 2006, he served as a product manager, overseeing the design and manufacture of advanced police radar equipment. During this period, he achieved his most notable career milestone: creating two groundbreaking functions for police radar systems that had never been achieved in the industry. This innovation garnered widespread acclaim from users who described the equipment as the best they had ever used. Additionally, Mr. Hocker served as an expert witness in court cases involving radar technology, further solidifying his reputation as a leading authority in the field.

From 1978 to 1995, Mr. Hocker worked as a project engineer at Kustom Signals, Inc., where he played a pivotal role in developing new products and refining existing technologies for law enforcement applications. His early career began as a design engineer in the direct current and alternating current electrical sections of the standards laboratory at Bendix Aerospace, where he gained foundational experience in electrical engineering.

Throughout his professional journey, Mr. Hocker has secured patents for a system for determining speed and related mapping information for a speed detector, as well as a traffic radar system with improved patrol speed capture. These achievements underscore his commitment to advancing technology that enhances roadway safety.

Mr. Hocker is an active member of several industry organizations, including the Institute of Electrical and Electronics Engineers and the National Highway Traffic Safety Administration. His involvement with these groups reflects his dedication to maintaining high standards within his profession.

In addition to his engineering career, Mr. Hocker devoted 25 years to law enforcement as a reserve police officer in South Kansas City and Belton, Missouri, from 1981 to 2006. He began his service on patrol one night each week before transferring to a larger agency in South Kansas City. Over the course of his tenure, he served five years in patrol, 12 years in traffic enforcement, and eight years as a detective. He views issuing speeding tickets not merely as enforcement but as an opportunity to encourage safer driving habits within the community.

Mr. Hocker's academic background includes initial classes at the University of Missouri-Kansas City, then received a Bachelor of Science in Electrical Engineering degree from Finaly Engineering College in Kanas City, Missouri, with additional classes in Electronics Design. He attributes much of his success to values instilled by his parents, particularly the importance of considering others, and acknowledges his wife's support in keeping him grounded throughout his career.

His civic engagement extends beyond law enforcement; he supports Noah's Bandage Project Foundation and contributes to animal welfare organizations such as Wayside Waifs and the Society for the Prevention of Cruelty to Animals, Greater Kansas City. Mr. Hocker has also published papers for the International Association of Chiefs of Police, sharing insights gained from decades of experience.

Born in Kansas City, Mr. Hocker is dedicated to both his family and personal interests outside of work. He enjoys playing golf, gardening and spending time with his four children. Looking ahead, he is committed to training others based on the knowledge he has accumulated over his career. He has developed an advanced training course for radar and LIDAR operators that has been reviewed and approved by the National Highway Traffic Safety Administration; it is currently used by agencies such as the Louisiana State Police and the California Highway Patrol to enhance personnel's skills. Mr. Hocker aims to expand these training efforts nationwide so more individuals can benefit from his expertise while also cherishing time spent watching his grandchildren grow up.
