Mr. Galli's distinguished legal career spans more than four decades, marked by a steadfast commitment to justice, education and public service. He retired as a deputy district attorney from the Office of the District Attorney, County of Santa Clara, in 2021, concluding a tenure that began in 1984. Over the course of his career, Mr. Galli became widely recognized for his expertise in Fourth Amendment law, search and seizure law and search warrant Fourth Amendment law under the U.S. Constitution.

From 2010 to 2021, Mr. Galli also served as a member of the case issuance unit at the Office of the District Attorney, County of Santa Clara. In this capacity, he provided critical oversight and guidance on complex legal matters. Between 2008 and 2010, he was an assistant unit leader for the felony narcotics unit, where he played a pivotal role in high-profile narcotics prosecutions. Mr. Galli's earlier leadership included supervising the restitution services unit from 2007 to 2008 and serving as a unit member in the north county division from 2004 to 2007 and the south county division from 2003 to 2005.

Mr. Galli's experience also encompasses significant appellate work as a member of the motions, writs and appeals unit from 1997 to 1998 and again from 2001 to 2002. His earlier tenure also included supervising the welfare fraud unit, leading the narcotic asset forfeiture unit, serving as an assistant supervisor in the felony narcotics unit, and serving as a special assistant to the U.S. attorney for one year. Among other roles, he was involved with the juvenile unit.

Beyond his prosecutorial duties, Mr. Galli has been an influential educator since the early 1980s. He has taught advanced training classes on search warrant and search and seizure law through the Robert Presley Institute of Criminal Investigation from 2007 to 2022. As a technical adviser and instructor for the California District Attorneys Association's search warrant law seminar from 2006 to 2024, he has shaped best practices statewide. Mr. Galli's teaching portfolio previously included guest lectures at Stanford University Citizens Academy on Fourth Amendment law, instruction at numerous district attorney offices across California, including El Dorado, Monterey, San Luis Obispo and San Mateo counties, and hosting specialized seminars for police departments throughout Santa Clara County including the San José and Los Gatos Monte Sereno Police Departments.

Mr. Galli's academic foundation began with an associate degree in history, with honors, from Foothill Community College in Los Altos, California, in 1978. He earned a bachelor's degree, cum laude, in political science and government from the University of San Francisco in 1980, followed by a Doctor of Jurisprudence at Santa Clara University in Santa Clara, California, in 1983. During law school, he interned with distinction at the Office of the District Attorney, County of Santa Clara, from 1982 to 1984, a formative experience that launched his prosecutorial career. Mr. Galli was admitted to the California Bar Association and the U.S. District Court for the Northern District of California in 1983. Additionally, he achieved POST-certified level two instructor status in 2011.

Adding to his expertise, Mr. Galli's professional affiliations include membership in several committees within the California District Attorneys Association, such as high-tech crime since 2007. He is also a life member of the California Narcotic Officers' Association and an active member of the American Bar Association and its litigation section.

Civic engagement remains central to Mr. Galli's life philosophy. He supports organizations such as food banks, the U.S. Marine Toys for Tots Foundation, Freedom Alliance Scholarship Foundation and the Ronald Reagan Presidential Foundation and Institute. He has also lent his time and expertise, instructing on search and seizure law for various Santa Clara County police departments.

Mr. Galli's expertise extends to authorship and publication. Since 2009, he has been the primary author of the "CDAA Search Warrant Law & Practice Manual," now approaching its sixth edition with more than 850 pages and an additional chapter update forthcoming. This manual is considered an essential resource for California law enforcement professionals. Mr. Galli has also contributed chapters to multiple editions of the California District Attorneys Association's "Hate Crimes Monograph," including updates for its anticipated spring 2025 release. Moreover, he has contributed to several other leading publications and has contributed chapters on search warrants for both judges' duty manuals and high technology crimes manuals. He is also the author of a book entitled Warrantless Searches, published by Police Technical in 2014.

Throughout his prosecutorial career, Mr. Galli distinguished himself by authoring more than 2,200 search warrants, losing only one due to officer perjury, and reviewing over 1,000 others. This remarkable record is a testament to his meticulous approach and deep understanding of constitutional law. He is regarded by colleagues as a legend in search and seizure law, often serving as a resource for law enforcement officers, deputy district attorneys and law students seeking guidance. Mr. Galli's impact is further evidenced by his instrumental role in establishing the first internship program for law students at the Santa Clara County District Attorney's Office in the early 1980s. This program continues to benefit aspiring legal professionals today.

Mr. Galli's professional excellence has been recognized with numerous awards, including commendation letters from San José Police Department units, a Santa Clara County Employee of the Month in 1990, a CNOA Region One Prosecutor of the Year award by the California Narcotic Officers' Association in 2016, and a POST Excellence in Training Lifetime Achievement Award from the California Commission on Peace Officer Standards & Training in 2022. Mr. Galli attributes much of his success to the lessons learned through perseverance after facing personal adversity during childhood. His entry into prosecution was motivated by a desire for justice after witnessing firsthand how violent crime affected his family.

Upon retirement, Mr. Galli received widespread acknowledgment from peers across law enforcement agencies, who credited him with shaping their understanding of search warrants and constitutional protections.
