With a distinguished career that spans more than three decades, Ms. Mendez has established herself as a leading expert in information technology (IT) strategy within the energy industry. Currently serving as vice president and chief information officer at TXNM Energy (which through its regulated utilities, TNMP and PNM, delivers electricity to ~800,000 homes and businesses in Texas and New Mexico) -- she leads and aligns the company's IT strategy to enterprise objectives and results, driving innovation, operational excellence, and transformative digital initiatives. She oversees the management, development, and delivery of all business technology systems, infrastructure, telecommunications, critical infrastructure protection, IT portfolio, and cyber and physical security measures.
Since 1999, Ms. Mendez has held multiple leadership roles with her company, gaining expertise in mergers, acquisitions, and divestitures; executing multi-million-dollar technology initiatives; managing large-scale project portfolios and budgets; overseeing managed IT outsourced service delivery model; and influencing the company's technology strategy by ensuring alignment with enterprise objectives and driving innovation across the organization.
Prior to assuming the vice presidency at TXNM, Ms. Mendez served as executive director of enterprise project portfolio management office where she directed large-scale project portfolios and directed capital investments for technology and also to enhance the reliability and expansion of the PNM utility grid; and led teams responsible for the engineering, procurement, and construction of utility assets.
From 2020 to 2022, Ms. Mendez excelled as the director of utility applications, enterprise architecture and IT project portfolio management. Spearheading digital transformation strategies that further modernized the company's technology topology, she was responsible for overseeing the development and integration of utility applications and enterprise architecture frameworks. She also led the initiative for the PNM utility to enter the Western Energy Imbalance Market, a real-time wholesale energy market.
Also, from 2017 to 2020, she led teams that focused on improving project management and operational processes, Ms. Mendez directed both the IT project portfolio management office and the operations technology team who was accountable for maintaining the operational integrity of the technologies that supported the bulk electric system assets. From 2010 to 2017, she was the IT director of project portfolio management office and quality, where she was responsible for enhancing operational leadership and direction for various departments including account management, portfolio and project management, and quality assurance.
Earlier in her tenure at PNM, Ms. Mendez held the position of IT director of account management from 2006 to 2010. Fostering strong relationships between the IT and business units, she was vital in ensuring that proposed technology solutions aligned with the evolving needs of the organization. As the IT account manager for utility operations and acting director from 2005 to 2006, she provided strategic oversight for utility operations' technology requirements.
Ms. Mendez's foundational experience includes serving as an IT manager in customer service IT department and acting director at Public Service Company of New Mexico from 1999 to 2005, during which she built a new IT department from the ground up and enhanced customer-facing technologies and improved service delivery. She began her career as an applications development coordinator and senior systems analyst for the City of Albuquerque from 1992 to 1999.
Among Ms. Mendez's most notable career achievements was the development of a comprehensive three-year information technology strategy prior to the economic downturn in 2008. She successfully communicated with the board of directors at PNM to increase annual information technology investment from approximately $12 million to $93 million over a three-year period. This accomplishment earned her recognition from both the chief executive officer and chief information officer for helping the board appreciate the business value of technology investment.
Furthering her commitment to professional development and community engagement within her state, Ms. Mendez is an active member of the Albuquerque Hispano Chamber of Commerce and the University of New Mexico Alumni Letterman's Association board. She served chairwoman for the New Mexico Technology Council. On the national level, she contributes her experience in security and technology to the executive advisory committee for the Edison Electric Institute and the Gartner Dallas CIO Governing Body. Also previously affiliated with the Electric Power Research Institute, she was involved in research and education on the impact of artificial intelligence on the utilities industry.
Dedicated to the ideals of continuous learning, Ms. Mendez earned an Executive Master of Business Administration from The University of New Mexico in 2023. Before venturing onto her path with the City of Albuquerque, she earned a Bachelor of Business Administration in business computer systems from Anderson School of Management at The University of New Mexico in 1991. Determined to make an impact outside the classroom as well, she was an accomplished collegiate athlete and member of the school's Division 1 volleyball team.
To augment her knowledge and qualifications, Ms. Mendez was certified as a change management registered practitioner by the Association for Project Management Group (APMG) International in 2016 and as a project management professional (PMP) by the Project Management Institute in 2009. Furthermore, she holds a certificate in information technology infrastructure library (ITIL) foundations and service-oriented architecture from Loyalist Exam Services, issued in 2010.
Ms. Mendez's contributions have seen her recognized with numerous accolades over the years, both in New Mexico and beyond. She was named one of the Top 10 Utility Chief Information Officers by Utility Technology Outlook Magazine in 2024 and inducted into the University of New Mexico Anderson School of Management Hall of Fame in 2018. For four years she served as an Honorary Commander for Kirtland Airforce Base in 2018-2021. Earlier in her career, she was presented with the Woman in Technology Award from the New Mexico Technology Council in 2016 and named Woman of the Year by the Leukemia and Lymphoma Society in 2013.
