Prior to her tenure in McAllen, Ms. Flores was the director of human resources for the City of Edinburg from 2014 to 2016. She strategically accepted this position to gain valuable insights into Hidalgo County, with the goal of one day leading McAllen's human resources department. Her time in Edinburg provided her with a deeper understanding of the region's workforce needs and municipal operations.
From 2011 to 2014, Ms. Flores held the role of assistant human resources director for the City of Brownsville. During this period, she honed her skills in municipal human resources management while setting her sights on future leadership opportunities in neighboring cities.
Ms. Flores began her professional journey as a teacher with Brownsville Independent School District from 2004 to 2011. This experience allowed her to develop strong communication and mentorship abilities, skills that would later prove invaluable in her human resources career. Before entering education, she worked as a marketing sales representative for Southwest Airlines from 2002 to 2004, where she gained foundational experience in customer relations and organizational operations.
Throughout her career, Ms. Flores has been actively involved in several professional organizations. She has been a board member of the International Public Management Association for Human Resources Texas Chapter since 2020 and has served as chairperson of the Rio Grande Valley Human Resources Consortium during the same period. Additionally, she is affiliated with the Public Sector Human Resources Association and holds the position of president for the Texas Chapter of the National Public Employer Labor Relations Association. Her membership in the Texas Municipal Human Resources Association further underscores her commitment to advancing best practices within her field.
A highlight of Ms. Flores' professional achievements came in 2024 when she contributed two chapters to "Effective Supervisory Practices, Sixth Edition," published by the International City and County Management Association. Initially tasked with writing one chapter during the challenging circumstances of the COVID-19 pandemic, she assumed additional responsibilities when other contributors withdrew from the project. The resulting publication became one of the association's bestsellers and was accompanied by a training series designed for supervisors, a source of great pride for Ms. Flores.
Her academic background includes a master's degree in business administration and management from the University of Phoenix and a bachelor's degree in business administration and management with a concentration in psychology from Southern Methodist University in Dallas, Texas, completed in 2002. These educational achievements have been instrumental in shaping her approach to leadership and employee development. In addition to her degrees, Ms. Flores earned certification as a senior certified professional through the International Public Management Association for Human Resources (IPMA-SCP) and Public Sector Human Resources Association in 2021.
Ms. Flores credits much of her success to perseverance and an unwavering desire for personal growth, qualities inspired by her mentors and family background. Her father's journey from immigrant migrant worker to educated professional instilled in her a deep appreciation for education and hard work. She initially pursued an engineering degree but discovered her passion for working with people after taking an elective psychology course. Outside of her professional commitments, Ms. Flores is dedicated to her family as a mother of three young sons.
