She guides chief information officers through persistent funding constraints and complex budget structures, emphasizing shared services, resource pooling and multi-state collaborations like regional cyber centers of excellence. Her work with centralized IT organizations has demonstrated that aggregation and modernization can yield significant cost savings, redirecting resources toward public priorities.

From 2009 to 2025, Ms. Keating held the position of vice president for state and local government at SAIC. She initially was hired to lead the internal IT governance, compliance, architecture, project management office functions and enterprise transformation amid rapid leadership changes, acquisitions and the company's split that resulted in the creation of Leidos. Her expertise in core IT services, and her prior consulting experience, provided her the opportunity to develop, grow and lead the state and local business group. Her depth and breadth of knowledge proved essential in securing SAIC's major contracts with a number of large states, counties and cities.

Ms. Keating also specialized in translating technology portfolios and service costs into unified financial taxonomies—skills critical as IT shifted from product-centric sales to service-based consumption models. She became deeply versed in FinOps and cost-optimization strategies, helping organizations understand usage patterns and eliminate unnecessary expenditures. Her focus over the last several years has been on advising state and large-county chief information officers on digital modernization, business transformation, enterprise risk and governance while navigating unique public-sector constraints, such as requirements for domestic labor and stringent governance processes. At SAIC, she also played a pivotal role in launching AccelerateHER, a mentoring initiative designed to empower young women in STEM fields.

Between 2006 and 2009, Ms. Keating served as director at Hewlett-Packard following its acquisition of Mercury Interactive. Initially growing the Northeast consulting practice at Mercury Interactive, she was subsequently appointed global consulting director at Hewlett-Packard. In this role, she led major information technology transformation initiatives across a global portfolio footprint with a focus on data center modernization and enterprise risk management. Ms. Keating consistently reframed technical challenges in business terms to ensure executive stakeholders understood risks, costs and value without requiring technical fluency.

For the preceding eight years, Ms. Keating was global director at BearingPoint (formerly KPMG Consulting). Recruited for her expertise in enterprise resource planning systems as KPMG expanded into that market, she focused on the state, local and education sectors. Additionally during this time she led and designed product-agnostic business solutions adaptable to the leading ERP systems at the time (Oracle, SAP and PeopleSoft platforms), ensuring clients received best-fit approaches rather than vendor-driven answers. As KPMG Consulting spun off and rebranded as BearingPoint, Ms. Keating remained through these transitions and grew her practice into a $200-million operation.

Ms. Keating began her career as a principal consultant at Oracle from 1995 to 1998 after an initial role at a brokerage firm in New York City prior to attending business school. At Oracle, her initial project assignments were supporting the Department of Defense Air Force enterprise resource planning (ERP) systems—an area initially unfamiliar to her but one in which she quickly demonstrated a strong aptitude for consulting. She applied her business expertise to Oracle's various systems, learning how to deploy and manage large-scale implementations across the Department of Defense as well as federal, state, local and higher education clients.

Throughout her career, Ms. Keating has maintained active membership in industry organizations, including the National Association of State Chief Information Officers, the National Association of State Technology Directors and the Technology Business Management Council. Her deep involvement with these associations has provided broad visibility into national chief information officer priorities and helped distinguish universal issues from state-specific challenges.

Ms. Keating's academic achievements have been instrumental in shaping her professional trajectory. She holds a Master of Business Administration with concentrations in marketing and accounting from the Southern Methodist University Cox School of Business, awarded in 1991. She also earned a Bachelor of Arts in literature and communications from Pace University, which fostered the strong communication skills that have defined her ability to translate complex technical concepts into accessible business language.

In addition to her formal degrees, Ms. Keating has earned a post-graduate certificate in executive management from Harvard University in 2004, enhancing her leadership capabilities during periods of organizational change and expansion. She has also pursued ongoing professional development through certifications in elevating coaching skills and enhancing team wellbeing from Duke Corporate Education, engaging hybrid teams inclusively from ExecOnline and intelligent risk-taking from Yale School of Management.
