PARKER, CO, January 28, 2026 /24-7PressRelease/ -- Eloy Celis, PE, PMP, has been selected for inclusion in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Currently serving as a senior project manager at Phillips 66 in the Midstream business unit, Mr. Celis has led a distinguished career in mechanical engineering and project management across several industries including: oil and gas, power generation, nuclear environmental management, mining, aerospace and manufacturing. Although he is based in Denver, CO, he works on midstream projects across the US, most recently focused on projects in the Permian Basin of West Texas. In his projects leadership role, he is one of two project managers responsible for overseeing the full project lifecycle of new gas plants from FEED study development through engineering, design, construction and commissioning. He coordinates with internal commercial teams, senior leadership, operations managers, project directors, program managers, technical subject matter experts, third party engineering & consulting firms, air & land regulating bodies, landowners and vendors to deliver new facilities with a focus on safety, quality and reliability. He is accountable for optimizing plant designs and maximizing plant capacity while minimizing capital spend and accelerating project delivery.

Prior to joining Phillips 66 as a direct hire, Mr. Celis was contracted out to the legacy DCP Midstream organization holding the role of senior project manager while employed at Kenosha EPC from 2022 to 2024. During his tenure, he continued to refine his expertise in large-scale energy infrastructure projects in the DJ Basin assets of Northern Colorado, further developing his leadership skills in managing complex engineering initiatives in the heavy industrial sector.

As a project manager while employed at Worley in Denver, Colorado, for four years, Mr. Celis led multidisciplinary teams on significant oil and gas facility and pipeline projects. His work focused on engineering and design of green-field natural gas compressor stations and brown-field gas plant expansions. His work during this time required navigating industry fluctuations resulting from COVID-19, collaborating with clients to develop project scopes and cost estimates and routinely adapting to evolving market conditions — all of which have been recurring themes throughout his career.

Elsewhere in Denver, Mr. Celis served as a mechanical engineer at AECOM from 2013 to 2018, during which he contributed to the engineering and design of two separate natural gas plant expansion projects located in Alberta, Canada and had an opportunity to support a pre-FEED study for a project with estimated total installed cost of $65 Billion USD. His work during this period was marked by industry volatility and organizational changes following an acquisition of the former URS Corporation. Despite these challenges, he maintained his commitment to excellence and adaptability. Following an oil & gas industry downturn in 2017 he was provided a 1-year opportunity to work on two separate nuclear waste facility upgrade projects at the Los Alamos National Laboratory and the Hanford Site in Washington state.

From 2008 to 2012, Mr. Celis was employed as a piping engineer at The Shaw Group in Centennial, Colorado, where he supported large EPC projects in the power generation industry working on new power plant builds and existing power plant upgrades for electrical utility clients. He worked on coal-fired steam cycle plants, natural gas combined cycle plants, and contributed to the piping layout of the turbine building standard design for the new Westinghouse AP1000 nuclear reactor used in the US, China and around the world. His tasks during this time were more junior level where he performed pipe stress analysis, addressed construction RFI's and developed piping specifications that met both industry standards and client contract requirements. This period coincided with significant industry downturns and mergers that shaped his resilient approach.

Earlier in his career, from 2007 to 2008, Mr. Celis worked as a mechanical engineer and project manager at Freeport-McMoRan in Morenci, Arizona. This is the location of one of the largest open-pit copper mines in the world and is the largest copper producing mine in North America. During his time in Morenci, he completed hydraulic modeling, pump & piping system designs, equipment, valve & material selection and oversaw the construction of water and sulfuric acid storage, pumping and piping projects. In the wake of the global economic crisis, he witnessed firsthand the abrupt dismissal of over three thousand contractors due to market instability — a pivotal experience that influenced his subsequent career decision to return to Colorado.

After graduating college in 2006, Mr. Celis accepted a design engineer position with ATK Launch Systems located near Promontory, UT. This company was a NASA contractor best known for designing and manufacturing the twin reusable solid rocket boosters that provided the primary propulsion for the space shuttle flights during the shuttle program. While initially starting in the nozzle division for the solid rocket boosters, Mr. Celis later transitioned to the ground support equipment team where he was able to have a more direct impact on the design and fabrication of parts and components related to the handling and transportation of the space shuttle booster segments from Utah to NASA's Kennedy Space Center in Florida.

One of Mr. Celis' most notable accomplishments occurred in the summer of 2025 while serving as the project manager at Phillips 66 with the successful construction and commissioning of the new "Dos Picos II" 220 MMSCFD cryo gas plant near Midland, TX — a significant milestone given his previous experience focused on only the engineering and design aspects of similar facilities.

Mr. Celis' academic foundation includes a Bachelor of Science in Engineering with mechanical specialty and a minor in economics and business; graduating with High Honors from Colorado School of Mines, where his scholastic excellence saw him presented with the Outstanding Graduating Senior Award in May 2006. His leadership blossomed at CSM where he held the role of school chapter ASME President during his sophomore, junior and senior years. Determined to make an impact outside the classroom as well, he began his professional journey with internships as a mechanical rotating equipment engineering intern at ExxonMobil Chemical Plant in Baton Rouge, LA during the summer of 2005 and as a mechanical engineering intern at Ametek-Dixson in Grand Junction, CO during the summers of 2003 and 2004.

To augment his knowledge and qualifications, Mr. Celis was certified as a project management professional (PMP) by the Project Management Institute in 2024 and has held a professional engineering license since 2011 from the Colorado Department of Regulatory Agencies. From 2015 – 2018 he held professional engineering licensure from the Association of Professional Engineers and Geoscientists of Alberta (APEGA).

Reflecting on his storied journey thus far, Mr. Celis attributes much of his success to a strong work ethic, resilience, adaptability and meticulous attention to detail — qualities instilled by both his parents, Jose & Olivia, who provided enduring examples of perseverance and thoroughness that continue to guide him both personally and professionally. Mr. Celis is one of three children, including his older brother, Jose Jr, and younger sister, Jennifer. He is proud of their accomplishments and the meaningful lives they have built with their families through faith, education, professional achievement, and personal pursuits.

Happily married for 10 years to his wife, Audrey, and a proud father of one daughter, Maya, Mr. Celis and his wife have led distinguished and progressive careers within mid- to large organizations across various industries and sectors.

Outside of work, Mr. Celis enjoys spending time with his family as well as running and mountain biking. Looking ahead, he aims to advance further up the corporate ladder with aspirations toward director-level and beyond responsibilities that involve broader program oversight across gas plants, compressor stations and pipelines. On a personal level, he looks forward to expanding his family's activities — particularly supporting Maya's budding interest in soccer — and cherishing their time together as they grow.
