Mr. Lovato has established a distinguished career spanning 25 years in environmental health, safety, security and regulatory compliance. He currently serves as the environmental health, safety and security manager at Ascensus Specialties in Washington, a position he has held since 2023. In this capacity, he manages environmental compliance and regulatory work, oversees permitting processes and maintains air, water quality, safety, security and facility standards. He is responsible for managing safety, environmental and regulatory operations with direct reports, conducting daily meetings with management staff and prioritizing compliance workload, permitting, training, incident response and more. His role requires navigating complex regulatory requirements at state, federal and local levels to ensure that business operations remain compliant and safe while maintaining a budget.
During his tenure at Ascensus Specialties, Mr. Lovato has demonstrated a strong commitment to community engagement by serving as a representative on the Local Emergency Planning Committee. In this role, he coordinates emergency response efforts and ensures that both the company and the surrounding community are prepared for potential hazardous incidents. His expertise in the field is further recognized through his active membership and site team EHS Award recipient for 2025 in the Society of Chemical Manufacturers & Affiliates. He has also been recognized internally in Colorado for his environmental efforts early in his career with ConocoPhillips working with the Bureau of Land Management, Division of Wildlife, Colorado Department of Public Health and Environment and the Colorado Oil and Gas Conservation Commission.
Prior to joining Ascensus Specialties, Mr. Lovato has worked all over the world and has lived in West Africa when with Noble Energy on both onshore and offshore projects. Shortly after, I was an in-house Sr. Advisor for health, safety, environmental, and regulatory matters at Bahamas Petroleum Company PLC, now Challenger Energy, from 2019 to 2022, which was very challenging during the COVID pandemic. There, he provided strategic guidance on regulatory compliance, environmental permitting, operating procedures, safety protocols, staffing, and logistics to the project out of Houston, TX.
Between 2012 and 2019, Mr. Lovato served as a senior environmental health, safety and regulatory professional at Noble Energy. His responsibilities included overseeing major projects in Central America, South America and the Eastern Mediterranean before being promoted to environmental health and safety manager for West Africa. One of his most notable achievements during this period was establishing the environmental health and safety department from nothing in West Africa and training six national staff members to independently manage safety, medical and facility functions and cultivate a successful EHS&R Dept, Medical Staffing Surveillance Program and Facility Management, successfully working himself out of a job as intended for nationalization of project.
Earlier in his career, Mr. Lovato worked as a capital projects lead for environmental and facility construction projects at ConocoPhillips in Grand Junction & Denver, Colorado. During the 2007 recession, he was tasked with reducing a $1 million construction budget to $15,000 per month while keeping projects operational. By replacing expensive heavy machinery with upgraded four-wheelers, he met the budget cut and maintained productivity for six months with outside-the-box thinking, an accomplishment that earned him an award for cutting approximately $975,000 in operating expenses. Additionally, he received recognition from the Colorado Oil and Gas Conservation Commission and Colorado Department of Public Health and Environment for developing the first engineered pits in Colorado, which enabled continued production while meeting environmental compliance regulations regarding produced water management and keeping the environment and wildlife safe through leak detection methods and netting.
Mr. Lovato's academic background includes coursework at Colorado Mesa University in Grand Junction. He has further enhanced his professional qualifications through process safety management certification, Lead ISO Auditor for 14001 and 19001 and emergency response certification ICS 100/200/300 amongst many other credentials and certifications. These credentials have been instrumental in supporting his ability to manage complex compliance issues and lead emergency response initiatives throughout his career, given the complexity of international and offshore operations and international regulations.
Throughout his career, Mr. Lovato has been recognized with several awards, including the Safety Award for more than 1,400 days without lost-time incidents or recordables from the Society of Chemical Manufacturers & Affiliates in 2025, the Process Safety Management and Emergency Response Award from SOCMA in 2025 and awards from ConocoPhillips internally for work with Colorado Oil and Gas Conservation Commission and Colorado Department of Public Health and Environment in 2007.
He attributes much of his success to the guidance of mentors who encouraged him to take risks and learn from failure, a philosophy that has shaped his approach to leadership and problem-solving across all roles with focus and discipline and the end goal in mind. Mr. Lovato began his career while still attending college on the western slope of Colorado by accepting a day-rate contract in the oil and gas industry. He then started the CBM Associates office on the Western Slope as Operations Manager of the Engineering and Environmental firm. This early experience led him to found Lovato Engineering LLC before pursuing positions with major oil and gas companies such as ConocoPhillips and Noble Energy for much of his career.
Mr. Lovato's commitment to civic engagement began early through volunteer work with the Grand Junction Police Department records department and participation in American Red Cross hurricane relief efforts following Hurricane Katrina and currently local blood drives for the community.
Outside of his professional life, Mr. Lovato has a 19-year-old son whom he is very proud of and enjoys traveling around the world, anything outside, fly fishing, camping, hiking, and the gym; and spending time with family and friends back home in Colorado when he can.
