As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility and prominence in a field are all taken into account during the selection process.
Mr. Marcelo has built a distinguished international career in education, currently serving as an educator at Shiprock Associated Schools, Inc., where he teaches fourth-grade mathematics and science. His leadership and innovative instructional strategies have produced remarkable academic transformation. Under his guidance, his fourth-grade students achieved the highest mathematics scores in the district during the 2024–2025 state assessments—successfully reversing years of academic underperformance and setting a new standard for instructional excellence.
Beyond the classroom, Mr. Marcelo serves as a key architect and implementation leader of the Bureau of Indian Education (BIE) One Plan for Shiprock. This comprehensive school improvement framework drives modernization efforts, strengthens instructional systems, and enhances student outcomes across both school and district levels. His strategic leadership ensures the plan's effective execution and measurable success.
Prior to his work in New Mexico, Mr. Marcelo taught in Alaska from 2022 to 2023 through a cultural exchange program, serving rural Indigenous communities where education is closely tied to culture and community life. This experience deepened his commitment to culturally responsive teaching, as he learned to honor Indigenous traditions while maintaining high academic standards and integrating students' cultural backgrounds into instruction. During this time, he also served as a Student Council Adviser, mentoring student leaders and representing rural schools at educational conferences, where he advocated for Indigenous education and increased funding to uplift learning opportunities in remote communities.
Mr. Marcelo began his professional journey in the Philippines in 2012, where he played a pivotal role in national education reforms. He contributed to the development of the country's national assessment systems and teacher screening programs, helping raise instructional standards across public education. His expertise also extended to writing national standardized examinations and serving as a Department of Education resource speaker, training educators throughout multiple regions.
His academic foundation includes a Bachelor of Secondary Education in Social Studies (2012) and a Master's Degree in Education (2016) from New Era University. He is currently pursuing doctoral research focused on teachers in tribally controlled schools in New Mexico, further strengthening his leadership in culturally responsive and equity-centered education.
Mr. Marcelo is also a published international researcher, contributing scholarly work through EPRA International Journals and open-access scientific publications as both lead author and co-author, with additional research currently under review.
His global impact has been recognized through numerous honors, including: International Change Maker Award in Education from International Innovative Futuristic Conference, World Leaders Summit Education Award (2025) – for exceptional service and contribution to education in Leadership Summit Award – University of Oxford and Outstanding Teacher of the Year (2024–2025) – Atsa Biyaazh Community School.
Reflecting on his journey, Mr. Marcelo attributes his success to perseverance, faith, and the unwavering support of his family—especially his wife—who has been instrumental in his professional growth.
Beyond education, he remains deeply committed to service. He actively volunteers at animal shelters, supports charitable organizations in both the United States and the Philippines, and sponsors educational assistance for underprivileged students—extending opportunity far beyond his classroom walls.
Looking ahead, Mr. Marcelo aspires to expand into broader educational leadership roles, influencing policy, systems improvement, and equity-driven reform at state and national levels. His mission remains clear: to champion educational excellence, uplift diverse communities, and empower future generations through transformative leadership.
