Dr. Shula's distinguished career in education and public service spans more than five decades, marked by a steadfast commitment to leadership, advocacy and community engagement. In 2025, he was reelected to a third term as board of education legislative liaison for Bethel-Tate Local Schools, where he continues to champion educational policy and legislative initiatives on behalf of the district. His expertise in procedural due process, leadership, finance and law has been instrumental in shaping effective governance and advancing the interests of students and educators.

Prior to his current role, Dr. Shula served as an adjunct professor at Xavier University, where he taught graduate-level courses in law and finance. His instruction in these complex subjects reflected his deep knowledge and ability to mentor future leaders in education and administration. Before joining Xavier University, he was principal of Saint Francis de Sales Catholic Church in Cincinnati, reconnecting with his Marianist roots and supporting Catholic inner-city schools through innovative leadership and outreach.

Dr. Shula's academic career also includes a tenure as a full-time professor at Bradley University in Illinois, where he contributed to the development of future educators and administrators. He previously served as an adjunct professor at the University of Dayton, sharing his insights on educational policy and practice with graduate students. His work as policy coordinator for the Ohio Student Board of Education further demonstrated his commitment to shaping statewide educational standards and policies.

A significant portion of Dr. Shula's professional journey was dedicated to Bethel-Tate Schools, where he served as superintendent for 12 years. In this capacity, he emphasized collaboration among principals and staff, fostering a cooperative environment that prioritized student achievement and district improvement. His earlier experience includes 19 years with Middletown City Schools, where he held positions as principal, assistant principal, guidance counselor and German teacher. These roles allowed him to directly impact student development while honing his administrative skills.

Dr. Shula's involvement in professional organizations has been extensive. He has held leadership positions such as president of the Ohio Student Education Association during his time at the University of Dayton and president of Future Teachers of America while in high school. He is an active member of the Clermont County Chamber of Commerce, the Bethel Historical Society, the Ohio School Boards Association, the Buckeye Association of School Administrators, the American Association of School Administrators and the LEAD Clermont County Committee.

His academic achievements provided a strong foundation for his career. Dr. Shula earned a Doctor of Education from Miami University, which equipped him with advanced research skills and theoretical knowledge essential for educational leadership. He holds two master's degrees in guidance and counseling from the University of Dayton, where he also completed his bachelor's degree in education. The values instilled by his parents and a Marianist brother who guided him toward the University of Dayton played a pivotal role in shaping his character and professional philosophy.

Inspired by his uncle—a teacher and Marianist Brother—Dr. Shula developed an early passion for education. His involvement with the Future Teachers Organization during high school led to community outreach efforts that set the stage for lifelong service. As head of the Future Teachers Association at the University of Dayton, he forged connections with key organizations such as the Ohio School Board Association.

Dr. Shula's dedication extends beyond education into civic service. He has been actively involved with Rotary International for over 25 years, serving as President of the Cincinnati Rotary Club—one of the largest clubs with 350 members—and as Rotary International District Governor for 52 Rotary clubs across southwest Ohio from 2015 to 2016 and again from 2018 to 2019. His commitment to "service above self," Rotary's guiding motto, has influenced every aspect of his professional life.

Dr. Shula is also deeply engaged with the Knights of Columbus in Clermont County, currently serving as grand knight for his council after previously holding the position of navigator. His faith-based service includes membership at St. Mary's Church and participation on the Catholic Inner City School Board.

Dr. Shula's contributions have been recognized through numerous awards, including St. Francis de Sales School Jefferson Award for Outstanding Community Service in the Greater Cincinnati Area, the Ohio School Boards Association Master Board Member Award in 2023 and Administrator of the Year from the Clermont County Chamber of Commerce in 1995.

Born in Cleveland, Dr. Shula attributes much of his success to those who influenced him throughout his life, including family members, mentors from religious communities and colleagues who encouraged him to pursue leadership roles within both educational institutions and civic organizations. Married for 56 years, he appreciates time spent with family and remains dedicated to community service and helping those in need.
