Mr. Bell has established a career spanning more than 23 years in construction, operations, and maintenance, supporting United States military, government, and civilian infrastructure projects. His expertise in heating, ventilation, air conditioning, and refrigeration (HVAC/R) systems and facilities maintenance has distinguished him as a leader in his field. Throughout his career, he has demonstrated strong leadership, team development, and a commitment to implementing clear operational policies to ensure safe and efficient project execution.

In 2023, Mr. Bell founded Starrus Foundation, where he serves as founder and chief executive officer. The organization is a 501(c)(3) public charity dedicated to developing sustainable clean water and sanitation solutions for underserved communities. Motivated by a desire to make a lasting difference, he initially funded water projects in Kenya and continues to lead initiatives designed to improve quality of life through reliable infrastructure.

Since 2022, Mr. Bell has also operated TLC Pet Products, an online pet care company based on a product line originally developed by his great uncle in 1969 in Beverly Hills. After his uncle's retirement, Mr. Bell assumed stewardship of the brand, modernized its packaging, and expanded its reach through e-commerce while preserving its legacy of quality.

As owner of Bellz Properties LLC since 2017, Mr. Bell oversees property management operations and an HVAC services business, managing maintenance programs, service requests, and client communications across residential and commercial projects.

Prior to his entrepreneurial endeavors, Mr. Bell built an extensive background in federal contracting with DynCorp International from 2012 to 2019. He progressed from HVAC foreman to construction superintendent, overseeing construction and facilities operations in Afghanistan during a critical operational period. His responsibilities included supervising technical teams and coordinating large-scale maintenance and construction activities in challenging environments.

Earlier in his career, Mr. Bell worked as an engineer with G&K Services from 2010 to 2011. His foundational experience began with service in the Alabama Air National Guard's 187th Fighter Wing Civil Engineering Operations Management unit from 2002 to 2008 as an HVAC and refrigeration specialist, supporting base life-support systems and participating in humanitarian construction missions.

Mr. Bell earned an associate degree in mechanical and electrical technology from the Community College of the Air Force and completed Airman Leadership School in 2006. He holds a State of Alabama HVAC/R contractor certification (2026), BIM training and management certification (2015), OSHA 30-hour certification (2014), and universal refrigerant processing certification (2003).

His service has been recognized with multiple honors, including the Air Force Commendation Medal, the Air Force Expeditionary Service Ribbon with Gold Border, the Global War on Terrorism Service Medal, and a Bagram Support Group Command Certificate of Appreciation for exemplary performance and dedication to mission accomplishment.

Mr. Bell remains active in his community through The American Legion and supports charitable causes including the Sickle Cell Foundation of Greater Montgomery. Outside of his professional work, he enjoys fishing, reading, outdoor activities, and mentoring others. Looking ahead, he plans to continue expanding sustainable infrastructure initiatives through both technical leadership and service-oriented projects.
