With a particular focus on the protection and restoration of Florida's groundwater resources, Mr. Busen has led a remarkable career spanning more than 50 years in geology and environmental management. As an environmental administrator and professional geologist at the Florida Department of Environmental Protection since 2013, he has played a pivotal role in safeguarding the state's groundwater, which supplies more than 85% of Florida's drinking water.
In this capacity, Mr. Busen oversees a team within the Petroleum Restoration Program, managing approximately 15 professional engineers, geologists and site managers. Coordinating all site management activities, he collaborates with outside contractors and applies his extensive fieldwork and drilling expertise to address petroleum contamination. His responsibilities also include determining the optimal remediation strategies for soil, groundwater and surface water, reviewing emergency response reports and ensuring that any contaminated sites reach the established cleanup target levels.
Mr. Busen initiates and supervises remedial systems that use advanced technologies such as pump-and-treat systems for groundwater, soil aeration to remove volatile contaminants, chemical injection for hydrocarbon degradation and excavation for soil treatment. Thanks to his work over the past five decades and counting, he has long been recognized for his ability to protect groundwater from ongoing contamination sources and mitigate threats before they impact municipal well fields.
From 2010 to 2013, Mr. Busen contributed his expertise at the Northwest Florida Water Management District. Reporting to the director of the resource management division, he continued to advance long-term environmental protection initiatives by overseeing projects related to water resource conservation, groundwater pumping and surface water supply planning.
Prior to this role, Mr. Busen served as a consultant with Environmental Consulting & Technology Inc. in Tallahassee, Florida, for 12 years. During this period, he provided valuable guidance on complex environmental projects at city and county commission meetings across Tallahassee, Carrabelle and Apalachicola. Performing surveys and conceptual designs for both public and private sector clients, he was involved in assessment activities for city parks, boat ramps and property sites.
Earlier in his career, Mr. Busen made significant contributions to large-scale engineering projects in the 1970s and 1980s, notably participating in the development of the LIP Financial gas terminal in Point Conception, California — a $500 million liquefied natural gas terminal project. His responsibilities included conducting fault and seismic studies in the region by collecting seismographs from global locations such as China, Singapore, Indonesia, Nicaragua, California and Alaska. The comprehensive collection of seismographs he assembled was later shared with the famed seismologist and physicist Dr. Charles F. Richter, inventor of the Richter scale.
Mr. Busen's most notable professional achievement occurred in the late 1980s when he was appointed technical director and project manager under a $200 million contract with the United States Navy. Tasked with evaluating 24 naval and marine facilities across the southeastern United States, he developed a comprehensive storage tank management plan to bring aging petroleum storage tanks into compliance with federal and state regulations. He identified more than 1,600 tanks — far exceeding initial estimates — and created the Tank Inventory Management System (TIMS), a database that tracked critical information for each tank.
During this time, Mr. Busen trained environmental coordinators at each facility to use TIMS effectively, with the databases being consolidated into a master system at the Southern Division office in Charleston, South Carolina. The U.S. Navy went on to adopt TIMS as its new standard for storage tank management and implemented it worldwide.
Widely recognized for his expertise in petroleum restoration throughout Florida's environmental sector, Mr. Busen is also credited with helping to draft key regulations governing underground storage tanks in the state during the early 1980s — specifically contributing to Chapter 1762 (now Chapter 62761) — and remains highly knowledgeable about advancements in petroleum assessment and cleanup rules.
Mr. Busen began his professional journey with service in the United States Air Force Reserve from 1972 to 1976, during which he received training as a medic and laboratory technician before working in a hospital laboratory setting.
Alongside his primary roles, Mr. Busen has made an impact through active memberships in industry organizations including the Association of Groundwater Scientists and Engineers, the National Ground Water Association, the Petroleum Equipment Institute, the Florida Ground Water Association (formerly the Florida Water Well Association) and the Florida Native Plant Society.
Also an accomplished author, Mr. Busen has written and published numerous articles and book chapters over the years that further reflect his expertise in geology and environmental management. His works cover topics such as sedimentary analysis, groundwater investigation reports and storage tank regulations and have been presented before major organizations including the Florida Native Plant Society, the 1993 American Defense Preparedness Association Environmental Conference and the 1977 Symposium on Coastal Sedimentation.
Hailing from an equally accomplished academic background, Mr. Busen earned a Master of Science in geology in 1978 and a Bachelor of Science in geology in 1975, both from Florida State University. Before beginning his service with the Air Force Reserve, he also obtained a Bachelor of Science in marine zoology at Lyman Briggs College at Michigan State University in 1972. To augment his qualifications, he completed 40-hour training through the Occupational Safety and Health Administration (OSHA) and is certified in contract management as well as in petroleum storage system inspection.
Expanding his horizons beyond the geological realm, Mr. Busen also holds certifications as a licensed soccer coach from both the Nationals Soccer Club and the Florida Youth Soccer Association as well as first degree black belt certification from the American Korean Taekwondo Association. Furthermore, he is a certified scuba diver.
Reflecting on his remarkable journey to date, Mr. Busen attributes much of his success to the values instilled by his father — a colonel in the United States Air Force who served as inspector general for Strategic Air Command bases across the Midwest — who emphasized diligence, respect for others' opinions and meticulous attention to detail.
A proud father and grandfather, Mr. Busen also takes great pride in the accomplishments of his family: his oldest son serves as an attorney specializing in immigration law at the United States Department of Justice; his youngest son is a space and aeronautical engineer with a Master of Business Administration from Harvard University; and his grandson serves in the United States Marine Corps. Though they suffered tragic losses in 2025 — including his wife, a doctor of micropaleontology, and middle son, a master mechanic — Mr. Busen and his family continue to honor their memories through everything they do.
Determined to further his impact in the coming years, Mr. Busen plans to transition from an administrative role into a professional geologist position — the highest state-level technical rank in Florida — allowing him to focus more fully on technical work rather than administrative duties. His extensive experience within the state's geological industry continues to make him an invaluable resource for regulatory guidance on petroleum assessment and cleanup actions throughout his community and the State of Florida.
