Dr. Juhel's distinguished career in international transport and port development projects spans several decades and continents, marked by a series of progressively responsible roles and significant contributions to sustainable transport development and global trade facilitation. Since 2015, he has served as an independent consultant, providing expert guidance through port and transport advisory services. In this capacity, he continues to leverage his extensive experience to help identify and appraise port projects, offering strategic advice to clients worldwide.

From 2007 to 2014, Dr. Juhel held the position of sector manager for transport at the World Bank, where he managed a central global transport team of 25 to 30 members with a mandate to monitor the bank's overall transport portfolio, which represented approximately one-fifth of the institution's lending program at the time. His oversight contributed to the effective implementation and evaluation of numerous projects aimed at improving transportation infrastructure and trade logistics across developing regions.

Between 2000 and 2007, Dr. Juhel was a lead transport specialist at the World Bank, expanding his focus beyond ports to encompass broader aspects of transport and trade facilitation and playing a pivotal part in developing cooperative efforts within the Bank, particularly in collaboration with the Trade Department. These initiatives targeted customs reform, border crossing improvements and the reduction of trade barriers between countries.

In this role, Dr. Juhel also initiated joint operations with the Trade Department and worked internationally with organizations such as the UN Conference on Trade and Development and the World Customs Organization. With these partners, he established the Global Facilitation Partnership for Transport and Trade, bringing together professional organizations, freight forwarders, shippers and export associations from around the world. This partnership organized several global conferences annually to share insights from projects designed to improve the movement of goods and people across borders, ultimately reducing trade costs and enhancing competitiveness.

Among Dr. Juhel's most notable achievements was his work at the World Bank as the original architect of the groundbreaking Port Reform Toolkit developed in the early 2000s, which was the first comprehensive resource focused on port reform during a period of global transformation in port administration from public operations to private concessions. It became the most downloaded resource on the institution's website for several years, was updated further under his management and underwent subsequent editions after his tenure, the most recent in 2025 — a testament to its enduring impact.

From 1995 until 2000, Dr. Juhel served as a senior port specialist at the World Bank, where he was instrumental in identifying and appraising port projects within Eastern Europe, Middle East and North Africa, Sub-Saharan Africa and the Caribbean. He started at the World Bank as a port engineer from 1992 to 1995, during which time he focused on technical evaluations and project design for port infrastructure improvements.

Prior to his tenure at the World Bank, Dr. Juhel was the department director for ports and navigable waterways as well as a project engineer at BCEOM, now part of Egis International, between 1981 and 1992. In this capacity, he oversaw major infrastructure projects in France and internationally.

From 1979 until 1981, Dr. Juhel served as a technical adviser for the Marine Ministry in Côte d'Ivoire, where he provided guidance on maritime policy and infrastructure development. He began his career as the head of the infrastructure projects group for the Public Works Directorate in Mayotte from 1977 to 1979.

Foundational to Dr. Juhel's professional accomplishments was his academic background. He earned an advanced degree in international transport economics from Université Paris 1 Panthéon-Sorbonne in 1977, followed by a master's degree in public management from École Nationale des Ponts et Chaussées in 1988. Additionally, he completed coursework in international economics at the same institution.

Beyond his primary responsibilities, Dr. Juhel is active within academic and professional circles as an author and speaker. He published an essay on international development assistance "Sudiste" (French Edition) in 2022 and has delivered presentations at various conferences organized by the International Transport Forum, the Permanent International Association of Navigation Congresses, and the International Road Federation, among others.

Throughout his career, Dr. Juhel's contributions have been recognized with honors such as the Good Practice Award for a project in Mauritius presented by the World Bank in 2007. Outside his professional endeavors, he is committed to civic engagement as a supporter of Children Incorporated, further highlighting his dedication to social responsibility.

Reflecting on his journey, Dr. Juhel credits his success to diligent effort combined with opportunities provided by organizations such as the World Bank that enabled him to explore diverse interests while making tangible improvements in developing countries. He emphasizes that there are always ways to contribute to a better world.

On a personal level, Dr. Juhel enjoys writing novels and poetry — a passion that has led him to publish his first book while working on additional manuscripts, including "Wine Doesn't Taste the Same on Planes" a novel exploring unique strange human fascinations such as flat Earth theories. He aims to publish these works in France or the United States.
