Ms. Wuthier has dedicated three decades to the U.S. Navy, earning the rank of Captain and establishing herself as a respected leader and expert in leadership, team building, strategy, and project management. As an installation commanding officer at Naval Station Everett since 2024, she has overseen a naval installation with approximately 300 staff members, including about 100 active military personnel, and supports more than 6,000 military and civilian personnel who work on the base in direct support of the fleet and its operations. As the Installation Commanding Officer, she oversees a diverse organization responsible for installation operations and shore support, including port operations planning and coordination, installation security and force protection, emergency management and resilience, and the delivery of base services, such as training, fitness facilities, and childcare services, and infrastructure support across her areas of responsibility, essential to family and fleet readiness.
Ms. Wuthier is the daughter of a veteran, and inspired by that legacy of service, she began her distinguished military career in January 1995, enlisting in the U.S. Navy out of high school through the Delayed Entry Program, a Navy pre-enlistment program. Motivated by financial constraints that prevented her from attending college directly after high school, and by new opportunities for women following the lifting of the Combat Exclusion Act in 1994, she entered the Navy at a time when there were few women in combat-adjacent roles and even fewer senior female role models to follow. Through determination and hard work, she advanced through the ranks and later earned a commission through Officer Candidate School and the Nuclear Enlisted Commissioning Program in 2000.
Throughout her career, Ms. Wuthier has held numerous key positions. She served as the commanding officer of the Nuclear Power Training Unit in Ballston Spa, New York, from February 2022 to early February 2024, overseeing operations at a Navy-run nuclear reactor that trained personnel for submarines and aircraft carriers. Before this role, she commanded Littoral Combat Ship Crew 213 aboard the USS Jackson (LCS-6) Blue from June 2020 to September 2021. During this period, she led the ship's maiden deployment amid the COVID-19 pandemic. Under Ms. Wuthier's leadership, the crew navigated complex challenges involving maintenance, integrating new personnel, and mastering new systems. Her ability to foster innovative thinking and prioritize safety during a global pandemic was instrumental in preparing the team for a successful deployment.
Ms. Wuthier's earlier assignments included serving as an executive officer for LCS Crew 213 from October 2018 to June 2020 under a Fleet Up model, assistant operations and training officer for The Joint Staff J7 between January 2015 and January 2018, and Gerald R. Ford class liaison at Naval Air Force Atlantic from December 2013 to January 2015.
In these roles, she contributed significantly to nuclear compliance efforts for new aircraft carriers and supported training initiatives across multiple commands.
Ms. Wuthier's academic background has been integral to her success. She received a Bachelor of Science in mechanical engineering from the University of Washington in 2000, followed by an Associate of Arts in Italian language from the Defense Language Institute Foreign Language Center in 2006 and a master's degree in engineering management from Old Dominion University in 2007. She also completed the Women's Leadership Program through Executive Education at the Yale School of Management in New Haven in 2022, the Naval Reactors Prospective CO School in 2022, and specialized courses, including the CNIC Prospective Commanding Officer Course in 2024. Ms. Wuthier's commitment to continuous learning and growth has been a driving force throughout her career.
Active in her professional community, Ms. Wuthier is a member of professional organizations, including the Surface Navy Association and Navy Yacht Club Everett . Beyond her professional affiliations, in her role as an installation commanding officer, she engages with local student groups, including the Navy Junior Reserve Officers Training Corps program, and participates in civic outreach. In her personal capacity, she supports the Navy-Marine Corps Relief Society in addition to serving her local school community through the Parent Teacher Association.
In recognition of her exemplary service, Ms. Wuthier has received several prestigious awards, including the Legion of Merit, the Meritorious Service Medal, the Navy Commendation Medal and the Navy Achievement Medal.
