Prior to his current appointments, Dr. Socorro was director of international public safety training and development at Indian River State College from 2024 to 2025. He previously served as dean of public service education at Indian River State College from 2021 to 2024, where he played a pivotal role in shaping curriculum and professional development for future public safety leaders.
From 2017 to 2020, Dr. Socorro was dean of the School of Justice, Public Safety and Law Studies at Miami Dade College. He also served as director of the School of Justice at Miami Dade College from 2014 to 2017. During his tenure at Miami Dade College, he realized the profound impact his law enforcement experiences had on his emotional well-being, which led him to champion behavioral science as an essential tool for officer support. Earlier in his academic career, he was a faculty member at Union Institute & University in 2013 and served as an adjunct professor at Florida Memorial University from 2009 to 2012.
Dr. Socorro's extensive law enforcement background began with his service as a police officer for the Miami Police Department from 1987 to 1999. He advanced through the ranks as sergeant from 1999 to 2005, lieutenant and deputy NET commander from 2005 to 2007 and downtown NET commander from 2007 to 2009. He later became communications commander from 2011 to 2013. Throughout his policing career, he received close to 150 commendations for exemplary service, several officer lifesaving awards and good conduct awards, as well as proclamations from the City of Miami and a certificate of gratitude signed by the head of the Senate in Minnesota.
Among his most meaningful achievements is his work transforming training across Florida to incorporate procedural justice, legitimacy, de-escalation techniques, and bias-based policing principles. One experience that remains especially significant for Dr. Socorro occurred during his time as a police officer when he encountered a young girl alone late at night without a home; after finding her a safe place to stay, he returned with a television set for her—a gesture that continues to resonate with him.
Dr. Socorro's professional affiliations reflect his dedication to advancing law enforcement standards globally. He has been a member of the International Association of Directors of Law Enforcement Standards and Training and the International Police Association since 2025, as well as the International Association of Chiefs of Police since 2014 and the Police Executive Research Forum since 2013. He has also contributed as vice chair of the Florida Criminal Justice Educators Association from 2014 to 2021 and was active with the Miami Dade County Association of Chiefs of Police during that same period.
His educational background is both broad and distinguished. Dr. Socorro earned a Doctorate in Organizational Leadership and Education from Barry University in Miami Shores in 2012, which provided him with advanced research skills and leadership strategies that have shaped his approach to academic administration and public safety reform. He holds two master's degrees: one in criminal justice from the University of Louisville in Louisville in 2016—where he was honored with the Service Award by peer vote—and another in management from St. Thomas University in Miami Gardens in 2005. His undergraduate studies include a Bachelor of Arts in organizational leadership from St. Thomas University in Miami Gardens in 2002 and an Associate of Arts from Miami Dade College in Miami in 2001.
Dr. Socorro's professional development includes several specialized certifications: graduate certificate in police executive leadership from the University of Louisville in Louisville, certificate from the Senior Management Institute for Policing through the Police Executive Research Forum, graduate certificate in public management from St. Thomas University, certified law enforcement officer (State of Florida), class D security certification (State of Florida), scuba diver certification (PADI) and certified personal trainer (The Cooper Institute, Texas Tech University). Beyond his primary roles, Dr. Socorro has demonstrated civic commitment through service as a reserve police officer with both the Miami Police Department and the Sweetwater Police Department from 2013 to 2024.
