Mr. Osman has established a distinguished career as a marine engineer and naval architect, earning recognition for his expertise in developing complex port and terminal infrastructure. Since 2025, he has served as the president and senior engineering consultant at UTS Engineering Consultant LLC in Mount Laurel, New Jersey, a consulting firm he founded following his retirement from corporate leadership. In this capacity, Mr. Osman leverages decades of technical and managerial experience to advise clients on large-scale engineering projects.
Prior to this role, from 2022 to 2025, Mr. Osman held the position of senior vice president of engineering and development at Repauno Port & Rail Terminal in Gibbstown, New Jersey (Subsidiary of FTAI Infrastructure), following his role as the vice president between 2016 and 2022. Throughout this period, he played a pivotal role in developing the private port facility. Among his most notable achievements was the construction of a multi-marine dock capable of accommodating oil tankers, liquefied gases butane, propane gas and liquefied natural gas LPG and LNG tankers, roll-on/roll-off vessels and container ships. Completed between 2017 and 2018, this dock became the largest on the Delaware River.
During his tenure with Repauno Port & Rail Terminal, Mr. Osman also led the Re-development of an underground granite cavern located approximately 400 feet below ground. The facility was designed for the import and storage of liquefied petroleum gases, including butane and propane. It featured an integrated piping system, along with dedicated rail and trucking infrastructure to support inbound and outbound transport to the dock, enabling exports to Western Europe, West Africa and South America.
Expanding operations further, Mr. Osman Started the design and permitting for a new cryogenic tank for above-ground storage and dedicated nearly Four years to securing permits from the state of New Jersey for two additional underground caverns — approximately 1,000 feet deep in hard rock — with a combined capacity of two million barrels. Before his departure from Repauno Port & Rail Terminal, he was actively pursuing permits for a pipeline traversing Pennsylvania, Delaware and New Jersey.
From 1997 to 2016, Mr. Osman served as director of engineering at IMTT, where he oversaw operations and engineering projects at multiple IMTT facilities across North America, including major port facilities such as IMTT-Bayonne. Earlier in his career, he was an engineering manager at Powel Duffryn from 1990 to 1997, where he managed technical teams responsible for hydraulic systems design and implementation and the storage and handling of various bulk chemicals. He began his career in United States as a hydraulic design engineer at Sims Pump & Valve Co. from 1988 to 1989, where he developed expertise in fluid dynamics applications for marine environments.
Mr. Osman's academic foundation includes a Bachelor of Science in marine engineering and naval architecture, earned in Alexandria, Egypt, in 1984. He has further enhanced his qualifications through various Occupational Safety and Health Administration training and certifications as well as National Fire Protection Association training and certifications. Additionally, he is recognized as a certified state emergency responder, credentials that underscore his commitment to safety standards within complex industrial environments.
Throughout his career, Mr. Osman has demonstrated exceptional dedication to professional growth by maintaining active memberships in several industry organizations, including the National Fire Protection Association (NFPA), Society of Naval Architects and Marine Engineers (SNAME), Independent Liquid Tank Terminals (ILTA) and American Management Association (AMA). Beyond his professional pursuits, Mr. Osman is committed to civic engagement as a supporter of Helping Hand USA, a testament to his broader sense of social responsibility.
In his personal life, Mr. Osman enjoys reading, swimming and diving as well as tutoring his daughter and nephews. Looking ahead, he aims to grow UTS Engineering Consultant, LLC into one of the largest consulting firms with multiple offices. He is currently working independently but envisions expanding the company so that his son, also an engineer, can continue its legacy into future generations. Mr. Osman remains open to professional opportunities with any organization, including those in the green energy sector, and has worked in the design and development several systems for the production of green hydrogen.
