Mr. Zalkind has established a notable career in public service and government administration, marked by a steadfast commitment to improving communities and serving the public good. Since 2009, he has served as the director at the Rutgers University Center for Government Services, overseeing programs to enhance the effectiveness of government operations throughout New Jersey. In this capacity, Mr. Zalkind has demonstrated his expertise in organizational leadership and policy implementation while supporting the center's mission to provide timely, relevant training for New Jersey state and local officials. He currently oversees 18 certificate programs designed for the professional development of local government employees.

Concurrently, Mr. Zalkind has served as the president of Cambridge Management Associates LLC since 1995. Through this role, he has provided managerial training and technical assistance services to a range of clients, including government agencies and nonprofit organizations. Mr. Zalkind's dual roles have allowed him to influence both academic and practical aspects of government service.

In 1994, Mr. Zalkind was appointed director of the Department of Citizen Services for the County of Essex in Newark, New Jersey. During his tenure, he oversaw critical social service programs supporting vulnerable populations in the county. Earlier in his career, Mr. Zalkind served as an executive assistant to the director of the Department of Administration and Finance for Essex County from 1986 to 1987. In this position, he contributed to fiscal planning and administrative oversight, further honing his skills in governmental operations. Mr. Zalkind also excelled between 1981 and 1986 as an aide to the mayor and director of constituent services for the City of Newark, New Jersey. He served in a similar capacity for the City of Newark from 1972 to 1976.

Among other roles, Mr. Zalkind was the executive director of the Newark Office of Criminal Justice Planning and the Newark High Impact Anti-Crime Program from 1973 to 1981. These roles involved developing targeted strategies to address crime in high-risk neighborhoods. Mr. Zalkind also worked for the County of Essex in Newark as the director of the Office of Criminal Justice Planning and a senior planner for the department of planning and economic development, dating back to 1969.

Additionally, Mr. Zalkind has contributed significantly to academia as an associate professor in Rutgers' graduate Department of Public Administration, where he taught public administration courses for more than 20 years. He was also a professor at the New School for Social Research. He also served as a consultant for both the National League of Cities and the United States Conference of Mayors, sharing his insights on municipal management with national audiences.

Mr. Zalkind's academic credentials are equally impressive. He studied at New York University, where he earned a Bachelor of Arts in 1969, a Master of Arts in 1972, a Master's in Public Administration in 1980, and a Master of Philosophy in 1992. In addition to his extensive educational background, his professional affiliations include membership in the American Public Works Association, the New Jersey County Welfare Directors Association, the steering committee on human services with the National Association of Counties, and the executive committee of the New Jersey Human Services Advisory Council, among other industry-related organizations that reflect his broad engagement with issues affecting local governance.

Beyond his professional endeavors, Mr. Zalkind has maintained active involvement with civic organizations, including the New Jersey Welfare Reform Advisory Committee, the Montclair Economic Development Commission, the Essex County Child Placement Review Board, the Essex County Advisory Board and the New Jersey Division of Youth and Family Services. These memberships reflect his dedication to giving back to causes outside of his daily work endeavors.

Mr. Zalkind's contributions have been recognized with several honors, including the APA Award in 2023 for his services as a director, the Thomas J. Davey Academic Award in 2010 and the Career Development Award in 2024 from the New Jersey Municipal Management Association, as well as numerous awards from local community organizations. Throughout his career, Mr. Zalkind has been recognized for his unwavering dedication to government service, a source of personal pride and fulfillment.
