Capt. Walton-Russell is honored for nearly five decades of transformative service.

QUITMAN, TX, March 12, 2026 /24-7PressRelease/ -- Capt. Rosalind L. Walton-Russell, LCSW-ACP, associate professor with Texas College and clinical social worker, retired from the U.S. Air Force, was selected by Marquis Who's Who for a prominent feature in the February 2026 Dallas/Fort Worth, Texas, regional issue of TIME magazine.

Capt. Walton-Russell, a trailblazing social worker, educator and veteran, continues to shape the future of ethical leadership and community advocacy through a career spanning 50 years. Born in Tyler and raised in Mineola, Texas, her academic journey began at McFarland High School and Texas College, followed by studies at San Francisco City College. She earned a Bachelor of Science in psychology from San Francisco State University in 1975 and a Master of Science in social welfare and mental health from the University of California Berkeley in 1977, along with pupil personnel credential, 0-adult.

As a commissioned officer and captain in the U.S. Air Force, Capt. Walton-Russell served as a clinical psychiatric social worker, providing diagnostic and treatment services to active-duty personnel and their families. Following her honorable discharge, she held leadership roles at the University of Texas in Tyler, directed social work in multiple nursing homes, and partnered with home health agencies across East Texas.

Capt. Walton-Russell's legacy includes founding and leading numerous organizations. She co-founded Unbiased Non-Sexist Inter-Ethnic Training and Education (UNITE) in San Francisco and currently serves as founder and president of the East Texas Association of Black Social Workers, Inc. (ETABSW/2024). She is also co-founder and vice president of the Addie E. McFarland Foundation Inc., board member of the L. C. Gregory Recreation Center, and served on boards, including the East Texas Veteran Association of Warriors (ETVAW), Grace Community Healthcare Ministry, and the Mineola Landmark Commission.

From 1993 to 2023, Capt. Walton-Russell served as associate professor, director and area coordinator of the social work department at Texas College. Her leadership led to the successful accreditation of the college's baccalaureate social work program by the Council on Social Work Education (CSWE) in March 2025.

Currently pursuing a Doctor of Social Work at Walden University, Capt. Walton-Russell focuses on ethical leadership, community legacy and social justice. In 2025, she was awarded an honorary doctorate in humanitarian service and the Global Lifetime Legacy Award by the Global International Alliance (GIA), sponsored by the Prophetic Flow Ministries, during a commencement ceremony in Houston, Texas.

Capt. Walton-Russell's national recognition includes the President's Lifetime Achievement Award, presented on September 24, 2024, which included a personalized certificate, a letter signed by President Joseph R. Biden Jr., a gold medallion and a crystal paperweight. She was also included in Marquis Who's Who of Professional Women in 2022 and named a Top Health Care Professional in 2020.

From her beginnings as a paraprofessional in San Francisco to her current role as a mentor and advocate, Capt. Walton-Russell exemplifies a legacy of compassion, excellence and transformative impact.
