He was recently spotlighted in New York City's Times Square on a 22-story screen that is passed by an estimated 1.5 million people daily. As in all Marquis Who's Who biographical volumes, individuals profiled are chosen from among a pool of the most prominent professionals and are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

Mr. Fellmeth's remarkable career in public interest law and advocacy spans more than five decades, marked by a steadfast commitment to children's rights, consumer protection and regulatory reform. Since 1992, he has served as the Price professor of public interest law at the law school at the University of San Diego (USD), where he has shaped generations of legal professionals through his teaching and mentorship. In this capacity, Mr. Fellmeth has trained several thousand attorneys over 45 years in public interest law, regulatory law, child advocacy and environmental law. His influence is evident in the approximately 400 former students who have pursued careers in child rights and related fields, many of whom are now making significant contributions across the country.

Beyond teaching, Mr. Fellmeth has directed the Center for Public Interest Law at USD since 1980. He has also been serving as the executive director of the Children's Advocacy Institute on campus since 1989. Having founded the organization in the 1980s, he immediately began addressing legislative issues affecting children. Under Mr. Fellmeth's leadership, the institute has played a pivotal role in the passage of 50 to 60 major bills related to child welfare, contributed to another 20 statutes and participated in 60 to 70 cases involving both child welfare and consumer protection. Among his most notable achievements was the development of the Model State Statutes for Children website, which provides legislative templates for states seeking to improve protections for young people. He also established a Consumer Protection Policy Center that has advanced regulatory law and contributed to the creation of the first professional independent state bar court for disciplining lawyers.

Mr. Fellmeth's earlier roles in the field included serving as a partner at Clark & Gumpel from 1985 to 1987 and at Lorenz, Alhadeff, Fellmeth, Arkin & Multer between 1984 and 1985. From 1973 to 1981, he was a deputy district attorney with the San Diego County Office of the District Attorney, where he prosecuted cases that informed his later advocacy work. Concurrently, Mr. Fellmeth served as an assistant U.S. attorney for the Southern District of California between 1979 and 1981.

Mr. Fellmeth's national impact began with his tenure as an associate at the Center for Study of Responsive Law in Washington, D.C., from 1969 to 1972 and subsequently as the director of the Nader Congress Project between 1972 and 1973. His earliest professional experience was as an intern with the Arms Control and Disarmament Agency of the U.S. State Department in 1968.
Mr. Fellmeth completed a Bachelor of Arts, with distinction, at Stanford University in 1967 and a Doctor of Jurisprudence from the prestigious Harvard University in 1970. He was admitted to practice by the California Bar Association, the U.S. District Court for the Southern District of California, the U.S. Court of Appeals for the Ninth Circuit, and the Supreme Court of the United States.

A member of the board of directors for the National Association of Counsel for Children since 1991, Mr. Fellmeth has also held numerous leadership roles within this organization and others focused on child advocacy and legal reform. He also served as a discipline monitor for the California State Bar. Mr. Fellmeth's civic engagement has also been extensive. Most notably, he has served on numerous boards with organizations such as the National Association of Counsel for Children, the California Coalition on Children's Safety and Health, the Public Citizen Foundation, the First Star Foundation, and the Maternal and Child Health Access Project Foundation, among others.

Mr. Fellmeth is a prolific author whose works have shaped discourse on children's rights, regulatory law and public policy. Among his proudest accomplishments is authoring two textbooks: "Child Rights & Remedies," now used in more than thirty law schools nationwide, with its fifth edition underway; and "Regulatory Law & The Public Interest," published by Clarity Press in collaboration with Marcus Friedman. Mr. Fellmeth has also authored and co-authored numerous articles in his field and served as the editor-in-chief of the California Regulatory Law Reporter at USC from 1980 to 1995. His work extends beyond print through testimony before legislative bodies, such as Senate committees on government modernization and juvenile justice. Moreover, Mr. Fellmeth has also been featured as a designated legal ethics expert on "60 Minutes," interviewed by Morley Safer, and recognized as a medical board regulation expert by Mike Wallace.

Mr. Fellmeth's accolades include being named Community Champion by the Civil Justice Foundation in Illinois in 1997, receiving the Thorsnes Award for Faculty Scholarship from the University of San Diego in 2012, and earning the Bernard E. Witkin Award for Excellence in Legal Education from the University of San Diego in 2022. In February 2025, the school of law at the University of San Diego hosted a program highlighting his career.

Looking ahead, Mr. Fellmeth remains committed to writing extensively while identifying future leaders who can continue advancing children's rights through research, policy, advocacy, education and litigation. He is currently engaged with a significant case involving social security benefits aimed at supporting foster youth transitioning out of care.
