/24-7PressRelease/ - Silver Spring, MD, June 13, 2008, Jeffrey Binckes, President of Jeff Binckes Associates, LLC, has been recognized by Cambridge Who's Who for showing dedication, leadership and excellence in the field of telecommunications consulting.
Mr. Binckes established Jeff Binckes Associates, LLC, a telecommunications consulting company, in 2002. A 40-year veteran of his industry, he has an impressive background in communications satellite design and systems engineering issues—both from the spacecraft and earth station aspects. Beginning his long career in the mid-1960's while serving in the US Navy, aboard the satellite-tracking ship USNS KINGSPORT, with the joint NASA-DOD Project SYNCOM, the world's first geostationary communications satellite, he has specialized in the development of specifications for new spacecraft, transponder transmissions plans, link budgets, and interference analyses along with periodic participation in updating of technical standards and recommendations in numerous FCC Advisory Groups, and creating U.S. proposals for input into the International Telecommunications Union (ITU) Study Groups and has been a U.S. delegate to six World Administration Radio Conferences (WRCs), which led to the allocation of new frequency bands for Mobile Satellite Service (MSS) and related regulatory provisions governing the use of MSS worldwide.
In addition, Mr. Binckes also worked with SAUNDERS ASSOCIATES to develop a new radar counter-measures system for the US Navy, in so doing received a Letter of Commendation from Vice Admiral Charles K. Duncan. His subsequent work for the Defense Communications Agency "DCA," now Defense Information Systems Agency (or "DISA") at its Defense Communications Engineering Center, in Reston, VA, led to the first international (ITU) registrations of military communications satellite systems; e.g., DSCS-II and -III with the ITU and a systematic method for evaluating satcom reliability. Prior to starting his own company he worked for Communications Satellite Corporation "COMSAT" from 1979 to 1998; and for ICO Global Communications, Washington, DC Office from 1998 to 2002. He attributes his success to his communication skills and his ability to work with people from all around the world.
A product of Miami University, Oxford, Ohio, Mr. Binckes earned his Bachelor's Degree, B.S. in Physics, in 1963. He has received numerous Letters of Appreciation from the Federal Communications Commission (FCC), for his work on WRC Advisory Committees (1979, 1983, 1985, 1992, 1995, 1997, & 2000), a Certificate of Achievement from the Defense Communications Engineering Center, citations from COMSAT, including Service Excellence Awards at five-, 10-, and 15 years of service. Mr. Binckes has been retained as a consultant by the Alfred E. Mann Foundation for Scientific Research, since July 2007, to help in resolving potential interference and regulatory issues (FCC, DOD) in connection with A.E. Mann's pioneering development of radio controlled, wideband Medical Microstimulators (Implanted BIONs) which can enable stroke victims to overcome paralysis, and also can be used to treat other neural-muscular disorders, including relief of certain movement problems in recent war veterans, with injuries resulting from combat inflicted wounds in Iraq and Afghanistan. An advocate for classical music, as both an active solo and chamber music pianist, he is affiliated with the Apple Hill Center for Chamber Music, in New Hampshire, as a supporter of their "Playing for Peace Program;" and is also a performing member of the Friday Morning Music Club (FMMC), in Washington, DC.
