In her current role as the public works operations director for the Lake County Board of County Commissioners, which she began in 2024, she leads multiple operational functions, including road operations, stormwater and floodplain management, and the fiscal administration of public works. Prior to joining the Lake County Board, Ms. Salinger served in multiple project management roles for the Monroe County Board of County Commissioners from 2020 to 2024. In this capacity, she played a key role in managing public facilities projects, including libraries, parks, historic building rehabilitations, and the development of an emergency operations center supported through coordination of multiple funding sources and grants in the Florida Keys — a region that is frequently impacted by hurricanes but previously lacked a dedicated facility. Her leadership during this time contributed to improved operational readiness, resiliency and service delivery across community facilities and critical infrastructure systems, resulting in more reliable, responsive and accessible services for the public.

Ms. Salinger's earlier experience includes serving in multiple roles as a project administrator, contract support specialist, and resident compliance specialist at WSP from 2013 to 2020. Supporting large-scale bridge rehabilitation projects, she led coordination of field inspection staff, contract compliance efforts, and stakeholder communication to ensure timely bridge repair and rehabilitation.

Ms. Salinger began her public service journey at Transfield Services in Marathon, Florida, where she was a permit coordinator from 2011 to 2013. In this foundational role, she gained valuable experience in municipal operations, regulatory processes and roadway maintenance programs, setting the stage for her future specialization in infrastructure and operations management.

Hailing from an equally accomplished academic background, Ms. Salinger earned an associate degree in education from The College of the Florida Keys in 2009, which provided her with foundational skills in communication and organizational management. She went on to complete a bachelor's degree in project management at DeVry University in 2012, equipping her with advanced knowledge in project planning, execution, and leadership. Currently, she is pursuing a Master of Business Administration at Florida Gulf Coast University to further enhance her expertise in strategic management and operational efficiency.

To augment her knowledge and qualifications, Ms. Salinger is certified as a project management professional by the Project Management Institute and holds an Occupational Safety and Health Administration (OSHA) 30-hour certificate. She is further certified as a qualified stormwater inspector and recognized by the Department of Transportation as an expert in asphalt, concrete, earthwork and pile driving. Additionally, she has completed numerous Federal Emergency Management Agency (FEMA) management courses — credentials that have equipped her to lead effectively in both routine operations and high-pressure emergency response environments.

Reflecting on her storied journey to date, Ms. Salinger attributes her success to tenacity, curiosity, adaptability and a commitment to continuous improvement. She has often entered new environments feeling less experienced than others but has never hesitated to step in, learn processes from the ground up, and gain a deeper understanding through both hands-on involvement and inquiry. Also known for her civic-minded endeavors, Ms. Salinger has served as a team member for Relay for Life, supporting cancer research initiatives through various fundraising events. As a volunteer with Girl Scouts of the United States of America, she has contributed to youth development programs that foster leadership skills and community involvement among young women.

Happily married and a proud mother of two children, Ms. Salinger credits much of her work ethic and leadership approach to the values instilled by her parents, who emphasized courage, preparation and the importance of taking initiative even in the face of uncertainty. Outside of her professional responsibilities, she remains highly engaged in her children's lives, actively supporting their extracurricular activities — encouraging her daughter's creativity and artistic pursuits, and cheering on her son's involvement in athletics. She shares her life with her husband Scott, a retired law enforcement officer, whose perspective, steady support and words of wisdom have been a consistent source of strength throughout her career.
