Dr. Spahr's distinguished career in finance, academia and consulting spans several decades and continents, marked by significant contributions to both scholarship and industry. In 2023, he earned the title of professor emeritus in the department of finance, insurance, and real estate at the University of Memphis, following a nearly 20-year tenure as a professor and chair of the department. During his time on campus, Dr. Spahr was instrumental in advancing research and curriculum development.

Before his work at the University of Memphis, Dr. Spahr served as the National City Distinguished Professor of Banking and Finance at the University of Illinois in Springfield from 2001 to 2005. In this role, he contributed to academic leadership and research initiatives that elevated the university's profile in banking and finance education. Between 1998 and 2001, Dr. Spahr was recognized as the Belk Distinguished Professor of Finance at the University of North Carolina. His leadership during this period also helped solidify his reputation as a leading scholar in finance.

Dr. Spahr's longstanding association with the University of Wyoming began in 1976 as an assistant professor of finance. He advanced through the ranks to associate professor from 1981 to 1989 and then professor until 1998. Additionally, he was honored with the title of professor emeritus at the University of Wyoming. Dr. Spahr's service extended beyond teaching and research, serving as the university's treasurer from 1980 to 1998, overseeing financial operations and contributing to institutional governance.

In addition to his academic appointments in the U.S., Dr. Spahr has held visiting professorships at numerous international institutions. He taught at KIMEP University in Almaty, Kazakhstan, the University of Santiago in Santiago, Chile, the University of Vlora in Vlora, Albania, American University of Armenia in Yerevan, and, among many others, Saratov State Agricultural Academy in Saratov, Russia. Dr. Spahr is particularly proud of his work in Russia under the auspices of the U.S. Information Agency, where he played a pivotal role in educating Russian students and professionals about market systems during a transformative period for the country.

Dr. Spahr's expertise on mortgage risk also included an appointment as visiting scholar at the Federal Home Loan Bank Board in Washington from 1987 to 1989, where he contributed to early efforts to control interest rate and default risk. This work is now reflected in FASB 115 standards for depository institutions.

Dr. Spahr's early professional experience included military service as a captain and missile launch officer with the U.S. Air Force at Malmstrom Air Force Base from 1966 to 1970. In this capacity, he was tasked with pulling alerts at Strategic Air Command's alternate command post, Tango Zero.

In parallel with his academic career, Dr. Spahr has been the president of Montis West Corporation since 1985. Through this consulting firm based in Cordova, Tennessee, he has provided expertise on electrical power systems, clean-coal IGCC and coal-to-liquids technology, bank and financial institution management, capital budgeting, product pricing, asset valuation and risk management. Notably, Dr. Spahr is credited with developing the TransAmerica Grid (TAG) proposal to improve efficiency and reliability in the U.S. electrical grid, a concept referenced by stakeholders, including the U.S. Department of Energy, and mentioned in two presidential State of the Union addresses.

Dr. Spahr's consulting engagements have included collaborations with organizations such as Amoco, Siemens AG in Erlangen, Germany, NIKoil Investment Corporation in Moscow, Bereg UFC Russian Investment Services in Saratov, and, among others, Fininvest Contract Consulting and Investment Company in Moscow. He has also consulted with various U.S. government agencies, including the Congressional Budget Office, the U.S. Department of Housing and Urban Development, and Resolution Trust Corporation.

Highly educated, Dr. Spahr's academic foundation began with a Bachelor of Science in mechanical engineering from South Dakota State University in Brookings in 1966. He continued his education with a master's degree in operations management from the University of Southern California, followed by a Master of Business Administration with a specialization in operations research/statistics from the University of Wisconsin-Madison. Additionally, Dr. Spahr completed a Doctor of Philosophy in finance at the University of Wisconsin-Madison in 1976. He is a life member of Beta Gamma Sigma Honor Society for Business Excellence, Omicron Delta Kappa's National Leadership Honor Society, and the Lambda Alpha National Anthropology Honor Society.

A prolific researcher and author, Dr. Spahr has published approximately 200 refereed articles in leading journals, including Financial Management, The Engineering Economist, Financial Review, The Journal of Real Estate Research, and The Journal of Risk and Insurance. Among his contributions, he co-authored studies for the Congressional Budget Office assessing risks posed by Freddie Mac and Fannie Mae due to implicit federal guarantees. Dr. Spahr also co-authored a study for the U.S. Department of Housing and Urban Development forecasting that Freddie Mac and Fannie Mae would be required to purchase subprime mortgages under new federal legislation. This prediction anticipated elements leading up to the financial crisis between 2007 and 2010. Moreover, Dr. Spahr has presented about 200 refereed papers at professional conferences worldwide.

Dr. Spahr's ongoing research extends macro-finance models pioneered by Nobel laureates Modigliani and Miller by incorporating government as a third major stakeholder alongside stockholders and debtholders. This concept is being increasingly recognized internationally. Throughout his career, Dr. Spahr received various grants supporting his research.
