Mr. Morris's long and distinguished legal career began in 1977 as an associate at Reid & Priest in New York City. Over the next few decades, he held positions in Illinois, Washington, and Virginia. Since 2023, he maintains a private practice in McLean, Virginia, providing expert opinions and advice in select matters.

Previously, Mr. Morris was counsel to the Farm Credit Administration (FCA) from 1987 to 2006 in McLean and served as Counsel to the FCA Chairman between 2005 and 2006 and 2018 and 2023, respectively. Mr. Morris was General Counsel to the Farm Credit System Insurance Corporation (FCSIC) in McLean between 2006 and 2013. The FCA is an independent agency of the U.S. federal government that regulates the Farm Credit System (FCS) financial institutions that provide credit to farmers, processors, utilities and international trade. The FCSIC is a government-controlled corporation that ensures timely repayment of principal and interest on certain FCS debt securities.

Prior to 1987, Mr. Morris was associated with Carter, Ledyard & Milburn in New York City and in private practice. Besides his full-time commitments, Mr. Morris served as a consultant for Herbert Oppenheimer, Nathan & VanDyck in London from 1985 to 2004. He has contributed numerous law articles in various professional publications.

Involved in community efforts, Mr. Morris is now serving as President for the Brown University Class of 1974, and has been active in the Brown University 1764 Society and the Brown University Association of Class Leaders. Among charitable pursuits, Mr. Morris is a member of the Ancient Order of Hibernians, and a member of the Round Tower. He is also a member of the Lansdowne Club in London, the New York Athletic Association in New York City, and The Georgetown Club in Washington.

Mr. Morris obtained a Bachelor of Arts from Brown University in 1974 and a Doctor of Jurisprudence from the University of Pennsylvania in 1977. He is a member of the New York Bar, the Illinois Bar and the District of Columbia Bar. He is admitted to practice before the Supreme Court of the United States, the U.S. District Court for the Southern District of New York, the U.S. District Court for the Eastern District of New York, and the U.S. Tax Court. Additionally, Mr. Morris was admitted to Barristers Chambers in Manchester, England.

In recognition of his accomplishments, he received the FCA Trust Award in 2001 and the FCS Insurance Corporation Funding Award in 2012. In 2019, Mr. Morris was recognized by Brown University as an Honorary Marshal at its Commencement Ceremonies.
