Mr. Troche currently serves as a geospatial and geopolitical consultant at Geospatial and Geopolitical Advisory Services LLC, where he engages with a broad network of professionals and organizations. Mr. Troche's consulting career emerged organically following his retirement from government service, as his expertise in geospatial and political matters became increasingly sought after by organizations, including the U.S. Global Leadership Coalition, Business Executives for National Security and the Middle East Forum. In 2025, recognizing the extent of his advisory work, he formally established himself as an independent consultant.
Before pivoting into consulting, Mr. Troche was employed by the National Geospatial-Intelligence Agency for 30 years before concluding his career with the intelligence agency and the combat support agency. Just before retiring, he spent 2023 to 2024 as a geospatial analyst. Mr. Troche was responsible for high-level analysis supporting national security objectives and producing production reports for the intelligence community, drawing on decades of experience in both field operations and digital cartography.
From 2004 to 2023, Mr. Troche held the position of GEOINT analyst at the National Geospatial-Intelligence Agency in San Antonio. During this period, he participated in numerous missions that advanced U.S. interests globally. Notably, he deployed four times to the Middle East. The first time was in 2007 to Baghdad, Iraq, where he mapped sectarian factions during the Civil War. Mr. Troche then spent 2007 and 2008 with NATO ISAF in Kabul, Afghanistan, followed by a six-month assignment in Iraq alongside National Security Agency teams in 2009 and held a temporary duty assignment in Bahrain with the Fifth Fleet. He initially spent time with Fifth Fleet in Bahrain immediately following the September 11th attacks. His efforts were instrumental in keeping coalition forces and the U.S. Navy informed under challenging conditions.
Mr. Troche's expertise during his tenure with the National Geospatial-Intelligence Agency extended into cybersecurity at NSA Texas, where he developed three geospatial analysis products known as MGNs for both the National Geospatial-Intelligence Agency and the National Security Agency. These products were included in presidential daily briefs and presented to senior leadership at the White House, the Pentagon and the U.S. Congress. The first product visualized cyber intrusion effects attributed to China across the U.S. and globally, a pioneering effort that influenced national cyber strategy and defense policy. Additional products mapped autonomous system numbers worldwide and illustrated Border Gateway Protocol boundaries, highlighting discrepancies between physical and digital borders.
Earlier, Mr. Troche served as a geospatial analyst with a National Geospatial-Intelligence Agency predecessor agency in Bahrain from 2001 to 2004. He supported U.S. Navy and coalition forces throughout the Persian Gulf, East Africa and the Mediterranean by coordinating intelligence assets under demanding circumstances with limited resources. Between 1998 and 2001, Mr. Troche was a liaison officer based in Guatemala City, managing co-production projects among Central American nations, the Caribbean and Venezuela. This role required extensive negotiation skills and collaboration with regional partners.
Mr. Troche began his career with the organization in 1994 as a senior master instructor at Fort Belvoir's Defense Mapping School, an institution operated by an agency that preceded the National Geospatial-Intelligence Agency. He taught nautical cartography, basic cartography, and early digital mapping courses both domestically and internationally. His instruction supported international co-production agreements across Eastern Europe, Latin America and Asia. Fluent in Spanish and Portuguese, Mr. Troche facilitated training for local nationals in countries such as Estonia, Latvia and Albania, efforts he viewed as extensions of United States diplomacy.
Beginning his career in 1983, Mr. Troche spent over a decade as a cartographer at the Defense Mapping Topographic and Hydrographic Center in Bethesda, Maryland. He contributed to map production for armed forces operations while witnessing and helping drive the transition from manual drafting methods to digital processes.
In preparation for his future, Mr. Troche earned a Bachelor of Applied Science in geography with a minor in geology from the University of Florida in Gainesville in 1981, followed by graduate education in political science and government from the U.S. Naval War College in 1999. He also received numerous credentials that have enhanced his technical proficiency, including several from IBM in areas that include cybersecurity fundamentals and enterprise design thinking, as well as from Google in agile project management, LinkedIn in data analytics and generative AI, and Professor AI in AI proficiency, among others.
Mr. Troche is an active member of several professional organizations, including the Association of American Geographers, the American Association of Geographers, the Business Executives for National Security and the San Antonio Chamber of Commerce. Civically engaged throughout his life, he is affiliated with organizations like the OSINT Foundation, the RAND Forecasting Initiative, Metaculus and, among others, is an associate with the FBI InfraGard San Antonio Members Alliance. Additionally, Mr. Troche has served as an application tester for CREATE at Defense Advanced Research Projects Agency, a contributor or associate with Gemini Ink, TechBlocks and OpenAI, a volunteer with the GovAI Coalition and a supporter of the Naval War College Alumni Association, the University of Florida Alumni Association, Musical Bridges Around the World and area food banks.
Mr. Troche has contributed to projects such as The Modern Geography of the Internet and AI since 2024, Geospatial Cyber since 2024 and OSINT Survey of Data Procurement since 2024. He has also authored several publications, including a paper on how commercial remote sensing imagery was utilized by media during the Israel-Iran conflict and an evaluation of existing dashboards addressing Middle East issues, both published by the Middle East Forum in 2025.
Throughout his career, Mr. Troche has been recognized for several notable accomplishments beyond his primary assignments. He was interviewed by Swiss radio regarding his published research for the Middle East Forum, contributed to a multinational mission dismantling one of the largest botnets of its time, and participated in "Slavic hunting for the Phantom," tracking critical information about high-value targets. Mr. Troche attributes his success to perseverance, grit and surrounding himself with positive role models, qualities that have enabled him to overcome setbacks throughout four decades of public service. A lifelong learner who values curiosity about the world, he also credits his robust health to 25 years of triathlon participation, as well as other competitions, combined with healthy living habits.
Looking ahead, Mr. Troche intends to continue working part-time as a consultant while remaining engaged with organizations like the U.S. Global Leadership Coalition that focus on international civilian, diplomatic and military issues through nonpartisan collaboration. He values maintaining strong relationships with overseas partners across the commerce and diplomacy sectors while continuing volunteer work wherever possible. Additionally, Mr. Troche hopes to further develop his writing, particularly advancing beyond initial rounds in short story competitions, improve proficiency in the French and German languages, and pursue beekeeping as a new interest.
