Mr. Hayden has established himself as a globally recognized leader in program management and civil engineering. Following a childhood dream to oversee civil engineering projects from age 12, his career spans more than 45 years. It has impacted more than $300 billion in infrastructure, energy and urban development programs across six continents.
Since 2020, Mr. Hayden has served as the vice president and global program senior director at AECOM, overseeing complex, multibillion-dollar initiatives. His responsibilities have included supporting the development of challenging programs in Chicago, San Francisco, Los Angeles, Miami, Washington, DC, UK and Saudi Arabia, delivering major programs and leading proposals for transformative infrastructure development programs. His expertise is frequently sought for high-stakes programs that require turnaround leadership and strategic vision of iconic, one-of-a-kind undertakings.
Mr. Hayden has served in Saudi Arabia as executive program director for the Nabataean Civilization Development project, which involved building a city with 625 projects designed to host two million visitors annually while preserving significant archaeological heritage.
In previous years, Mr. Hayden was a senior global program manager at Jacobs, following a 10-year tenure at CH2M, where he was vice president and senior program manager before the company's acquisition by Jacobs. There, he led award-winning projects on three continents—including a critical water supply risk mitigation program for New York City from 2011 to 2016. As senior advisor to the city of New York, he helped address a decades-long leak in the main water tunnel supplying the city by leading the development of the program organization that aligned stakeholders into a one team-one mission strategy across the agency.
From 2001 to 2005, he was infrastructure manager and acting branch manager at Washington Group International (now part of URS Corporation) in Russia, where his leadership was recognized for win-win relationships with the Russian government and supply chain stakeholders in the delivery of the Sakhalin 1 Project. Excellence in delivery management with multinational partners earned him both a safety performance award and an Eagle Award for team performance. Prior to working in Russia, Mr. Hayden participated in the development of the first wastewater system for the city of Luxor in Upper Egypt.
Earlier roles include Mr. Hayden's tenure in management and engineering at Hayward Baker, Tensar Corporation, Bechtel and Raymond International, which included engineering projects across the USA, Canada, Mexico, Peru, Saudi Arabia, Egypt, Singapore, Indonesia, Libya and Taiwan.
His professional journey also includes civic engagement as California state chairman for Ross Perot's presidential campaign in 1992, a role that brought national visibility through his appearance on NBC's Today show and C-Span for his volunteer petition drives. He also oversaw the building of a small medical clinic in a remote village in Honduras and assisted in the care of refugees fleeing fighting in Nicaragua.
Academically, Mr. Hayden's holds Bachelor and Master of Science degrees in civil engineering from the University of Arkansas in Fayetteville. Mr. Hayden has contributed significantly to academic discourse as a speaker at various universities and workshops, and as a visiting professor of civil engineering at the University of Central Florida. He has co-authored several influential technical publications, including "Aspects of Compaction Grouting of Liquefiable Soils," published by the American Society of Civil Engineering Geotechnical Journal in 1995, and "State-of-Practice of Liquefaction Countermeasures in North America," presented at the USA-Japan International Workshop in Tokyo, among many others.
In addition to technical writing, Mr. Hayden is an accomplished author whose recent book "Populist Insurgency: America's Journey to Restore Sovereignty to Her People Before It's Too Late," published in 2025, explores contemporary geopolitical challenges facing the United States—including economic pressures, military dynamics involving asymmetric warfare tactics, shifting global alliances, internal political gridlock, societal health concerns as well as spiritual and psychological health of the nation. The book reflects on insights gained from his extensive work in multiple cultures and extended periods on five continents—and decades-long engagement with global infrastructure leadership.
Throughout his distinguished career, programs initiated by Mr. Hayden have been recognized with numerous awards, including the ENR Global Project of the Year Award, Middle East Project of the Year Award, PMI Project of the Year Award and U.S. Project of the Year Award, as well as safety and team performance honors from Washington Group International and CH2M Hill.
In the upcoming years, he is dedicated to public speaking and mentoring future generations of program managers who share his passion for building a better world—a value instilled in him early on by observing construction projects during his youth and reinforced throughout his life by family influences, such as his mother's inclusion in Who's Who.
