From 2013 to 2022, Mr. Beltran was part of the disaster relief team for the International Federation of Red Cross and Red Crescent Societies. In this role, he was deployed to various locations in need, where he assessed disaster situations and supported logistical operations through the Community Engagement Assistance program. Mr. Beltran frequently addressed language barriers among affected populations, providing critical support to non-English speakers during emergencies.
Before his international assignments, Mr. Beltran lived in Madrid, where he worked with the International Red Cross. He was tasked with supporting the American Red Cross by assisting individuals who did not speak English, focusing on translation services and improving English language skills for those in need. Mr. Beltran's earlier experience included service with the Spanish Red Cross between 2011 and 2017 and with Cruz Roja Peruana from 2010 to 2013.
In Peru, Mr. Beltran held several key positions with the Cuerpo General de Bomberos Voluntarios del Perú between 2005 and 2011. He served as an attached volunteer at the Lima branch in 2012 and was attached to the security directorate of the national command in 2011. From 2010 to 2011, Mr. Beltran was the head of the department of economics of the IV Departmental Command Lima, center of the C.G.B.V of Peru, overseeing financial operations for the department. Between 2006 and 2010, he held a similar role as the head of the department of economics of the XXIV Departmental Command Lima, south of the C.G.B.V of Peru.
Mr. Beltran's professional background also included administrative roles outside of humanitarian organizations. He worked as a Financial Manager (Credit and Collections Manager and Finance Analyst) at Blanche & Louis Corporation from 2009 to 2013, and as a Credit and Collections and Billing Manager from 2007 to 2009. In addition, Mr. Beltran served as a Sales and Billing Manager from 2005 to 2007, following his roles as a Financial and Administrative Management Assistant from 2003 to 2005. Earlier Roles included Assistant General Manager from 1996 to 2002, and Accounting Assistant and Administrative Assistant from 1995 to 1996 at Beltran & Armerych Foundation.
Providing a strong foundation for his professional success, Mr. Beltran obtained an undergraduate degree in accounting and finance from UPSMP in 2002. He also earned a specialization in administration, marketing and finance from the University of Buenos Aires in Argentina in 2005. In 2013, Mr. Beltran undertook coursework in justice and law at Harvard University in Massachusetts. Ultimately, he completed studies in democratic development at Stanford University in California in 2014 and postgraduate credentials in international organizations management and international business from the University of Geneva in Switzerland that same year.
In addition to his formal education, Mr. Beltran's commitment to ongoing professional development is reflected by numerous credentials, including a nonprofit board member essentials certificate program from DisasterReady and a human rights certification from Youth for Human Rights-USA. He also completed human rights leader training from the United States Institute of Diplomacy and Human Rights and, among other designations, completed human trafficking prevention training and human rights education training.
Mr. Beltran's civic involvement has been extensive. Currently, he has been serving as a firefighter with the Pikesville Volunteer Fire Company since 2015 and the Alvaton Volunteer Fire Department since 2019. He has also been serving as a captain with the General Corps of Volunteer Firefighters of Peru since 2002.
In recognition of his contributions, Mr. Beltran received the Soldier Fire Recognition by General Body of Peruvian Volunteer Fire Department in 2013, a Volunteer of the Month award by the American Red Cross in 2014, a Disaster Award from the Alvaton Fire Department for tornado response efforts in 2022, an Exceptional Volunteer Awards from the American Red Cross's Kentucky chapter in both 2022 and 2023), and a Chapter Board Leadership Award from the American Red Cross's Kentucky chapter in 2024. Among his most notable honors, however, Mr. Beltran is especially proud of receiving the Clara Barton Award in recognition of his exemplary leadership.
Throughout his career, Mr. Beltran has demonstrated exceptional expertise in humanitarian law and disaster relief, fields in which he is widely recognized for his leadership and dedication. He attributes his resilience and adaptability as key factors behind his achievements. Upon relocating to Kentucky, Mr. Beltran recognized cultural differences compared to urban environments with larger Latin American populations, where he began focusing on helping newcomers adapt by encouraging engagement with local customs and fostering mutual support within immigrant communities.
