Dr. Hooper's professional journey began as a rocket scientist during his college years, followed by service as a naval officer serving with the Navy Seals in the United States Navy during the Vietnam War. He completed his commission at the University of California, Los Angeles, where he received a Bachelor of Science in Systems Engineering. At the US Naval Postgraduate School, receiving a Master of Science in Management Sciences, he developed a thesis that contributed to the early human resources movement in the military. His framework for creating, managing and measuring human resources management programs was adopted by senior Navy leadership. It later influenced organizations worldwide by transforming traditional personnel departments into comprehensive human resources operations, resulting in the Human Resources governance infrastructure in corporations and organizations worldwide.
In addition to his military service, Dr. Hooper's expertise extends to technology innovation. He is credited with partial ownership of the TTEC patent for micro-turbine and pump impeller (US 6,201,116 B1), awarded in 2001. His ongoing work includes developing energy systems with significant global adoption potential.
Throughout his career, Dr. Hooper has maintained active memberships in numerous industry-related organizations. He has been a member of the San Diego Yacht Club since 1980. He has held leadership roles, including serving as president of the Pacific Southwest Quarter Horse Association and as chairman of the board for both Pop Warner Football and HillCrest School. His involvement with the California Mining Association includes serving as a major mining operator. Dr. Hooper's academic background laid a strong foundation for his multifaceted career. He earned a Doctor of Philosophy in behavioral finance from United States International University in San Diego in 1975 after completing a Master of Science in management science with concentrations in finance and financial markets at Naval Postgraduate School in Monterey in 1972. He graduated magna cum laude with a Bachelor of Science in systems engineering from the University of California, Los Angeles, in 1970, ranking first, following his diploma from Los Angeles High School in 1965, where he was the top graduating student and valedictorian.
His professional credentials include several securities licenses: Securities Series 6 License (2001), Securities Series 22 License (2001), Securities Series 63 License (2001) and Securities Series 65 License (2001), all through NASD (now FINRA). He also holds life insurance and variable annuities licenses from the State of California (2000), a real estate broker license from the State of California (1978) and an investment advisor license from the State of California (1969).
Dr. Hooper's civic engagement is extensive. Since 2012, he has participated in community cleanup initiatives through Helping Hands and supported animal rescue efforts with National Great Pyrenees Rescue Incorporated from 2012 to 2013. His commitment to affordable housing was demonstrated through work with the San Diego Housing Authority from 1979 to 1985. He also contributed to abused children's services at Orangewood & Casa Manana between 1980 and 1984 and headed Vietnam refugee clothing efforts through Operation Handclasp from 1967 to 1969.

As an author, Dr. Hooper published "Trading Systems Development & Profitability" through Page Publishing in 2023. A recent Amazon book titled Live Younger Now, about biological age reversal, will be out in summer 2026. His articles have appeared in national financial journals, including Commodities Magazine and the Harvard Business Review and have been entered into the United States Congressional Record. He has published two national financial advisory newsletters: Futures of Futures and Options of Options.
Born in San Luis Obispo, Dr. Hooper describes himself as intellectually curious from childhood—excelling academically while maintaining interests that set him apart from peers—and possessing an intelligence quotient exceeding 170. This intellectual drive led him to early research on stock markets during junior high school, which later formed his understanding of business management and financial structures.
Among his proudest accomplishments is raising three adopted children who now lead independent lives—a testament to what he considers true success: strong relationships built on mutual affection rather than obligation.
