Mr. Belanger has established a distinguished career in law, real estate development and finance, with a focus on Oklahoma City and the surrounding region. Since 2021, he has served as a market director for Oklahoma at PACE Equity LLC, a private debt fund based in Milwaukee, Wisconsin. In this capacity, he handles loans ranging from one million to $100 million for construction financing. He has facilitated approximately $80 million in Commercial Property Assessed Clean Energy (C-PACE) financing and completed the largest transaction of its kind in Texas at that time. His expertise extends to brokering complex deals, such as the $17 million sale of Landmark Towers in Oklahoma City, which is being converted into apartments with a portion of the financing sourced through PACE Equity.

In addition to his role at PACE Equity LLC, Mr. Belanger is also the owner of Belanger Brokerage LLC, a position he has held since 2006. Through this venture, he has managed numerous transactions and development projects, further cementing his reputation as an expert in infill and urban development, land development and construction financing.

Mr. Belanger's legal acumen was honed during his tenure with several Oklahoma City law firms, the last of which was as of counsel at Riggs Abney Neal Turpen Orbison & Lewis Law Firm from 2009 to 2019. In this role, he acted as outside general counsel for the Housing Finance Agency in Oklahoma while simultaneously working on development initiatives in downtown Oklahoma City. His commitment to education was demonstrated through his service as an adjunct professor in the Department of Finance at the University of Central Oklahoma School of Business from 2012 to 2018.

Between 2014 and 2017, Mr. Belanger managed brokerage operations at SVN Land Run, overseeing commercial real estate transactions and mentoring new brokers. As founder of UrbanWorks Inc., from 2005 to 2014, he led redevelopment efforts focused on revitalizing downtown Oklahoma City, contributing to over 20 projects over the past three decades that have played a significant role in the city's renaissance.

Earlier in his career, Mr. Belanger was executive vice president of development and president of equity group at ERC Properties from 1997 to 2004. During this period, he helped develop 7,000 affordable apartments and homes across Arkansas, Oklahoma, Kansas and several other states.

Mr. Belanger began his legal career at Hastie Kirschner before becoming a partner at Fellers Snider, focusing on commercial real estate law with an emphasis on downtown Oklahoma City projects. His early professional experiences included working in architecture and construction—skills that have informed his approach to real estate development throughout his career.

In addition, Mr. Belanger's professional achievements are complemented by active involvement in industry organizations. He is a former Oklahoma representative for the Fannie Mae National Housing Advisory Council and served as board president for Drug Recovery Inc., now Catalyst Behavioral Services. He was vice chairman of the board for The Education and Employment Ministry (TEEM) and has been a member of the Urban Land Institute for two decades. His work has been recognized with several production awards from PACE Equity and academic honors during law school.

Mr. Belanger's academic background includes a Juris Doctor from the University of Oklahoma College of Law in Norman, earned in 1983, where he graduated in the top 10% of his class. He also holds a Bachelor of Science in Architectural Studies from Oklahoma State University, awarded in 1979. Beyond his education, he attributes much of his success to the support of his wife, Paula. His instincts have guided him through successful projects that have contributed meaningfully to Oklahoma City's growth—particularly within the historic Paseo district and downtown areas—while maintaining integrity and a solid reputation.

Beyond his professional pursuits, Mr. Belanger is committed to civic engagement. He volunteers with local church activities and supports Rebuilding Together, a nonprofit dedicated to repairing homes for underprivileged families. He also serves on the alumni board for Class 19 of Leadership Oklahoma City and has authored several articles published in trade publications.

Born in Green Bay before relocating to Weatherford at age six, Mr. Belanger worked alongside his father, mother and siblings at an A&W Root Beer store from a young age—a formative experience that instilled values of hard work and community service. Today, he enjoys spending time with family, traveling, participating in sporting activities, and cherishes time with his six grandchildren.

In the upcoming years, Mr. Belanger plans to remain dedicated to advancing development projects that benefit Oklahoma City while introducing innovative financing solutions, such as C-PACE, into new markets across the U.S. He values health and family above all else and looks forward to supporting future generations both personally and professionally through continued involvement in community growth initiatives.
