Mr. Tanner recently retired as a senior adviser to The Roosevelt Group, an advocacy and strategic communications firm based in Washington, D.C., a position he has held since 2017. In this capacity, he provided high-level counsel on government relations, policy development and strategic planning for clients navigating complex federal landscapes. Now partially retired, Mr. Tanner strives to find balance between his advisory work and his personal pursuits.

From 2017 to 2019, Mr. Tanner was a member of the international board of directors for Ecolog, where he contributed to global strategy and governance for the organization. His expertise in legal and operational matters informed key decisions during his tenure.

Widely recognized for his expertise in government procurement, intelligence analysis, law enforcement and emergency management, Mr. Tanner was appointed general counsel of the U.S. Air Force at the Pentagon in Washington from 2014 to 2017. Nominated by President Barack Obama and confirmed by the U.S. Senate, he served as the chief legal officer and chief ethics official for the U.S. Department of the Air Force. In this role, equivalent in rank to a four-star general, Mr. Tanner provided oversight and direction to more than 2,600 military and civilian lawyers worldwide. His responsibilities included serving as the governor of Wake Island, participating as a member of the Nuclear Oversight Board, the Air Force Council and the Strategic Basing Council. Notably, he held a Top Secret/Compartmented security clearance throughout his tenure.

During his time as general counsel, Mr. Tanner traveled extensively to military installations around the world. He led efforts to secure sustainable funding streams for small but strategically vital NATO bases in Eastern Europe, an initiative that later proved critical during heightened tensions in the region. Mr. Tanner's systematic approach to problem-solving and team leadership ensured these installations remained operationally viable.

From 2013 to 2014, Mr. Tanner served as principal deputy assistant secretary for manpower and reserve affairs at the Pentagon. In this civilian role, he supervised workforce management, personnel readiness and reserve component affairs for the U.S. Department of the Air Force. Between 2012 and 2013, Mr. Tanner was a principal deputy general counsel at the Pentagon, where he advised senior leadership on legal matters affecting Air Force operations worldwide. From 2011 to 2012, he held the position of deputy assistant secretary for reserve affairs at the Pentagon. In this capacity, he coordinated policy for the Air National Guard, Air Force Reserve and Civil Air Patrol. He also served as the U.S. Department of Defense executive agent for Operation Deep Freeze, the National Science Foundation's Antarctica Program, overseeing legal aspects of U.S. activities on the continent.

Mr. Tanner's career in federal service dates back to 1998, when he was selected as a senior officer in charge of the Records Center (China Technology Transfer) within the U.S. Department of Defense General Counsel's office. During this time, he provided legal counsel during high-profile investigations into technology transfers to China and Russia by various Congressional committees.

Before his federal service career, Mr. Tanner was a senior partner in the financial institutions and real estate group at Sirote & Permutt (now Dentons Sirote) in Mobile, Alabama, from 1988 to 1997. There, he represented clients across banking, real estate development, and emerging technology sectors domestically and internationally. Mr. Tanner spent over a decade as a partner at McDermott, Slepian, Windom & Reed in Mobile, starting in 1977. He began his legal career as a captain in the U.S. Air Force Judge Advocate General Corps at Tyndall Air Force Base in Florida between 1973 and 1977 before continuing his service as a colonel in the Air Force Judge Advocate General Corps (Reserve) from 1979 until retiring in 2002.

Mr. Tanner's academic foundation includes a Bachelor of Arts in political science from the University of Alabama, completed in 1970, where he served as the president of its college of arts and sciences and his college social fraternity, and was inducted into Omicron Delta Kappa Honor Society, among other societies. He then earned a Doctor of Jurisprudence from Vanderbilt University in Nashville in 1973. Mr. Tanner was admitted to practice by the D.C. and Alabama Bar Associations, the U.S. Court of Appeals for the 5th Circuit, the 11th Circuit and the Armed Forces, the U.S. Tax Court, and the Supreme Court of the United States.

Throughout his distinguished career, Mr. Tanner has been an active member of numerous professional organizations, including the District of Columbia Bar, the Alabama State Bar and the Tennessee Bar Association. He has chaired several committees, such as the commercial financial services committee of the American Bar Association and the banking law committee of the Alabama State Bar.

Mr. Tanner's civic engagement is extensive, having served four years on both the vestry and financial advisory committee at St. Peter's Episcopal Church, holding board positions with the Federal City Performing Arts Association, the Presidential Owners Inc., Arts San Antonio!, the Alamo Business Council and, among others, the Rotary Club. He was also affiliated with organizations such as the Mobile Community Concert Association, the United Way's professional division, and the University Club of Washington, D.C., in various roles.

In light of his success, Mr. Tanner has been recognized through numerous awards, including an Out & Proud Corporate Counsel Award from The National LGBTQ+ Bar Association in 2013 and recognition in Best Lawyers in America. He has also received a multitude of honors from the U.S. military, including a Meritorious Civilian Service Award, Legion of Merit, an Air Force Commendation Medal with an Oak Leaf Cluster, and a Donald C. Rasher Award for outstanding achievement by a reserve forces judge advocate in continuing legal education.

Looking ahead, Mr. Tanner hopes to continue contributing meaningfully within public service, leveraging his experience, access and commitment toward rebuilding efforts where needed most. This way, he can ensure that effective solutions are implemented without unnecessary reinvention or delay.
