Currently serving as a partner at McLaughlin & Stern LLP — which specializes in employment law, corporate finance and healthcare law — he continues to utilize his expertise in environmental law while providing strategic counsel and leadership within the firm.
Alongside his primary endeavors, Mr. Warren continues to demonstrate his wider commitment to the legal field through active memberships in the American Bar Association, the New York City Bar and the New York State Bar Association.
Prior to joining McLaughlin & Stern, Mr. Warren excelled as a partner at Kramer Levin Naftalis & Frankel LLP, where he led the environmental practice for over 15 years. During his tenure, he played a key role in expanding the firm's capabilities in environmental law and guided numerous clients through complex regulatory landscapes. The firm later merged with Herbert Smith Freehills, becoming Herbert Smith Freehills Kramer LLP.
Mr. Warren also held a leadership position as head of the environmental practice at Bryan Cave, now known as Bryan Cave Leighton Paisner. During this time, he was pivotal in developing innovative legal strategies for environmental compliance and litigation. Earlier in his career, he served as an environmental lawyer and practice leader at Robinson, Silverman, Pearce, Aronsohn & Berman LLP until the firm merged with Bryan Cave in 2002.
Expanding his endeavors beyond private practice, Mr. Warren served as senior vice president and general counsel at Channel 13, New York's public television station. As chief administrative officer, he oversaw legal, financial and management functions while reporting directly to the president of the network.
Mr. Warren's public service journey is marked by significant roles within the United States Environmental Protection Agency (EPA). As the regional administrator for Region 2, he managed an office of approximately 600 employees covering New York, New Jersey, Puerto Rico and the Virgin Islands. Prior to this appointment, he led the office of legislation at EPA headquarters in Washington, D.C., managing a team of 50 and overseeing all legislative affairs with Congress.
Earlier still, Mr. Warren served as chief legislative assistant to Senator Jacob Javits of New York for seven years. In this influential role, he contributed to landmark legislation including the development of the War Powers Resolution — passed over President Richard Nixon's veto in 1973 — which established congressional oversight for military engagements. He also takes great pride in his role in the 1975 Voting Rights Extension as well as changing the Senate filibuster rule from requiring 67 senators to invoke cloture to 60 senators.
Mr. Warren began his legal career practicing tax law at Donovan, Leisure, Newton & Irvine in New York and Arent Fox in Washington, DC. When President Jimmy Carter was elected, Mr. Warren was invited to join the White House congressional liaison staff but chose instead to work with the EPA.
Hailing from an equally accomplished academic background, Mr. Warren earned a master's degree in taxation from New York University Law School in 1967 after obtaining a Juris Doctor from Columbia Law School in 1965. He began his undergraduate studies with a Bachelor of Arts in political science and a minor in history from the University of Florida in 1962.
Reflecting on his storied journey in legal and public service, Mr. Warren credits much of his success to his spouse Jacqueline, herself a public-interest environmental lawyer whose support and collaboration have been invaluable throughout their shared commitment to helping others. Inspired by President John F. Kennedy's call to public service — "Ask not what your country can do for you, but what you can do for your country" — Mr. Warren has dedicated his career to advancing public well-being through law and policy.
Beyond his professional pursuits, Mr. Warren has demonstrated a longstanding commitment to civic engagement. He is co-chair of the endorsement committee for the New York League of Conservation Voters after previously serving as chairman of the League for six years. For more than four decades, he has contributed as board member, chairman and co-chair of the transportation committee for Manhattan Community Board 8 under the City of New York. His leadership extends to serving as chairman of the board for the Settlement Housing Fund and chairman of New Settlement in New York as well as board member roles with Lenox Hill Neighborhood House and advisory committee membership with Hudson River Riverkeeper.
In recognition of his outstanding dedication to community service and environmental advocacy, Mr. Warren has received numerous honors including distinguished service awards from Settlement Housing Fund, the New York League of Conservation Voters and New Settlement along with an OTTY Award from a local newspaper for distinguished contributions to the community.
Born in Cleveland, Ohio and growing up in Miami Beach Florida, Mr. Warren enjoys exploring the cultural offerings of New York City, playing golf and studying United States history as a balance to his professional responsibilities.
Looking toward the future, Mr. Warren remains deeply devoted to reversing environmental damage caused by policy shifts at federal agencies such as the EPA.
