As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

Mr. Moss concluded a distinguished career in federal law enforcement and military service, retiring in 2025 after more than three decades of impactful contributions. In his final role as a Supervisory Special Agent with the Naval Criminal Investigative Service in Iwakuni, Japan from 2024 through 2025. He provided leadership and oversight of complex investigations involving murder, child sexual abuse material, sexual assault, and narcotics trafficking while working with the Japanese Government to improve interoperability in law enforcement as well as strengthen prosecutions to hold the culpable to account. Drawing on his extensive background in counterintelligence and security operations, Mr. Moss also engaged in several projects to fortify significant warfighting capabilities supporting the U.S.-Japan alliance.

From 2020 to 2024, Mr. Moss served as Resident Agent in Charge for the Naval Criminal Investigative Service in Australia and Oceania. In this capacity, he directly supported the implementation of the Australia United Kingdom United States (AUKUS) Agreement, a trilateral agreement providing nuclear powered submarines to Australia as well as other advanced technologies such as hypersonic missiles, by working with partner organizations to prevent hostile intelligence collection targeting the associated technologies, prevent insider threats, and bolster physical security of critical infrastructure. Additionally, Mr. Moss was recognized by the Australian Defence Force's Defence Intelligence Training Centre as a standing Visiting Lecturer, often presenting at the Counterintelligence Manager's Course (training for Australian intelligence professionals in leadership roles) to discuss contemporary/emerging national security threats. His tenure was also marked by significant collaboration with the United Nations Office on Drugs and Crime, during which he helped establish training initiatives to strengthen maritime law enforcement across nine oceanic nations. During this period, Mr. Moss was instrumental in establishing the Australian Navy Force Protection Bureau, working closely with senior naval leadership on operational and staffing matters to launch the organization. As a plank owner, he was further recognized for his contributions to developing critical infrastructure security protocols and organized joint working groups that set the foundation for addressing the spectrum of security-related matters. Moreover, Mr. Moss established, in coordination with the U.S. Department of State, and led three Naval Criminal Investigative Service offices to comprehensively address national security matters impacting mutual defense interests of the U.S.-Australian alliance.

From 2019 to 2020, Mr. Moss served as a Force Protection Attaché with the Naval Criminal Investigative Service, focusing on safeguarding personnel and assets in high-threat environments. His expertise in risk assessment and interagency coordination was vital to mission success. Of note, Mr. Moss' strategic collaboration with the Royal Thai Police resulted in development of information regarding malign actors targeting a U.S. Navy ship and crew (ultimately protecting that ship and crew), development of valuable information addressing an Improvised Explosive Device attack in Bangkok, and integration of U.S. security practices/interests with the smart city projects in municipalities throughout the country. Mr. Moss departed this assignment to take a promotion at a different diplomatic post - rare to have two diplomatic tours and to have them consecutively.

Between 2016 and 2019, Mr. Moss simultaneously served as the Naval Criminal Investigative Service counterintelligence lead for Indo Pacific Command (a four-star command), Marine Forces Pacific (a three-star command), and Naval Special Warfare Group Three (a direct reporting unit to the Secretary of Defense). He provided investigative/operational support and counterintelligence advice to the senior leadership of these organizations for two years, protecting some of the most crucial intelligence and operations in the Pacific. Further, Mr. Moss spent one year as a Task Force Officer simultaneously supporting two Federal Bureau of Investigation counterintelligence teams. At one point he was leading four special interest, national security investigations involving insider threats and defending against hostile intelligence collection activities. Mr. Moss also provided counterintelligence support to the Daniel K. Inouye Asia Pacific Center for Security Studies where he addressed Foreign Intelligence Entity attempts to target the staff.

From 2015 to 2016, Mr. Moss deployed as the Task Force Counterintelligence Coordinating Authority for the Naval Criminal Investigative Service with the Combined Joint Special Operations Task Force - Iraq. In this role, he oversaw all counterintelligence activities (to include source vetting and review of intelligence reports) in Iraq while coordinating counter violent extremist efforts with Combined Joint Special Operations Task Force - Syria. During this deployment, Mr. Moss developed information that directly resulted in the kinetic strike and elimination of an Islamic State chemical weapons maker, exploitation of a key Islamic State operations planner (directly resulted in saving lives of coalition members), as well as identification and removal of insider threats.

His earlier service as a Special Agent with the Naval Criminal Investigative Service from 2004 to 2015 laid the groundwork for his later achievements. Notably, during a tour in New Orleans where he was an Acting Supervisory Special Agent, Mr. Moss responded to a reported Sudden Infant Death Syndrome case that raised his concerns of abuse or neglect. His thorough investigation, in collaboration with Child Protective Services and medical professionals, revealed substantial abuse/neglect resulting in his grand jury testimony that elevated the charges from neglect to second degree homicide. The offenders were sentenced and imprisoned for second degree homicide. His diligence led to saving five children from harm and ensuring justice was served—a milestone he regards as among his most meaningful accomplishments. Mr. Moss was also involved in a joint Child Sexual Abuse Material case where he was the only law enforcement officer to obtain key evidence, resulting in the offender being sentenced and imprisoned for 18 years with no opportunity for parole or diversion. In addition, Mr. Moss was a member of the Federal Bureau of Investigation's Joint Terrorism Task Force. During this time, he led an investigation involving a violent extremist plot targeting Department of Defense aviation assets and protected U.S. Military aviation resources based in Louisiana. Further, Mr. Moss provided vital support to rebuilding portions of Japan during Operation Tomodachi, combined U.S.-Japan humanitarian effort following a 9.0 earthquake and tsunami.

Before his federal law enforcement career, Mr. Moss served as a United States Marine Corps officer, where he developed foundational skills in leadership, discipline and operational planning that would inform his subsequent roles. During his time as a U.S. Marine Corps officer, Mr. Moss served with 1st Battalion 10th Marine Regiment, 2nd Tank Battalion, 2nd Marine Regiment, 2nd Intelligence Battalion, 22 Marine Expeditionary Unit (as a combat augment following 9/11 attacks), Task Force Tarawa (for the invasion of Iraq), Multi-National Forces - West (deployed with the first U.S. Marine led Tactical Fusion Center), and II Marine Expeditionary Force. Mr. Moss also supported the Africa Contingency and Operations Training Assistance program with a deployment to Ghana.

Throughout his career, Mr. Moss has been recognized with several prestigious awards including being named plank owner of the Australian Navy Force Protection Bureau in 2023; receiving three Joint Civilian Service Commendation Awards from Commander U.S. Indo Pacific Command (2018) and Commander Joint Task Force Horn of Africa (2012 and 2007); earning a Meritorious Unit Commendation from Naval Criminal Investigative Service Headquarters in 2011 (for Operation Tomodachi); and being honored with the Department of Defense Counterintelligence Team Award.

Mr. Moss is an active member of ASIS International and Omega Psi Phi Fraternity Inc., reflecting his commitment to professional development and community engagement.

He earned a Bachelor of Science degree in multi- and interdisciplinary studies from Norfolk State University in Norfolk in 1996. The breadth of his academic training provided a strong foundation for navigating complex challenges throughout his career. Mr. Moss credits his persistence through adversity and dedication to helping others as key factors behind his professional success.

Born in Atlanta, Mr. Moss values time spent with his family—his wife, son, and daughter—and enjoys competitive shooting and weightlifting outside of his professional pursuits. Looking ahead, he is committed to being a devoted husband/father while also providing services as a security consultant (Iqiniso LLC).
