As a part-owner and board member of Conectel SA and EGC International Inc., Mr. Garcia has maintained a professional alliance with three longstanding partners since the launch of Telcel in Venezuela in 1991. Building on this foundation, he helped establish Coneicon SA in 2025, a telecommunications and cloud technology firm designed to provide strategic flexibility for partnerships with diverse local operators. Mr. Garcia holds partnership stakes in both firms and participates in a rotating leadership structure. After completing a presidential term two years ago, he now serves as chair while a longtime partner holds the presidency.

Under Mr. Garcia's guidance, Conectel SA primarily serves Novistar of Spain, while Coneicon focuses on high-growth opportunities within Colombia and Central America. The organization employs approximately 50 direct staff members, most located in Colombia, with additional teams in Miami, El Salvador, Panama and Honduras. The company also utilizes agents as indirect distribution channels throughout Central America and Colombia. Previously, the corporation maintained a broader footprint across Brazil, Argentina, Venezuela, Chile and Spain through its partnership with Telefonica of Spain. However, following Telefonica's divestment from Latin American properties, Mr. Garcia led the company's strategic shift toward markets with greater growth potential.

Before these ventures, Mr. Garcia founded Movida in Miami following the sale of Telcel to Telefónica of Spain in December 2004. As chair of Movida, one of the region's first mobile virtual network operators, he directed strategy and customer acquisition efforts while operating on the Sprint network. Under Mr. Garcia's leadership, Movida grew to 125,000 subscribers before being sold to Sprint in 2010.

Mr. Garcia's most celebrated entrepreneurial achievement began with his role as the executive vice president at Telcel C.A., a joint venture with BellSouth established in Caracas in 1991. He advanced to president and chair in 1998 and oversaw comprehensive operations spanning cellular telephony, internet services, cloud applications, satellite transmission and entertainment until 2004. Starting with just a dozen employees at inception, Mr. Garcia guided Telcel's expansion to 2,000 employees and $1.2 billion in annual sales by 2004, making it Venezuela's third-largest private corporation and South America's largest BellSouth network operator at the time.

Earlier in his career, from 1972 to 1991, Mr. Garcia held executive positions at Unisys, including president of Unisys Puerto Rico and the Caribbean, as well as vice president of marketing in Toronto. These roles provided him with foundational experience in corporate leadership before he transitioned into entrepreneurship. Mr. Garcia also served for one year with the U.S. Army beginning in 1970, a formative experience that contributed to his discipline and resilience.

Mr. Garcia's academic background laid the groundwork for his achievements. He earned a Bachelor of Business Administration from Old Dominion University in Virginia in 1971 at age 20 before serving in the military. He then completed a Master of Business Administration with a focus on international economics at the University of Miami. Furthering his expertise, Mr. Garcia pursued postgraduate education in international business trade and commerce at the University of Miami in 1976, along with specialized programs at The Wharton School, Harvard University, BellSouth Institute and various business schools in Spain.

Mr. Garcia maintains professional ties within the industry as a member of several Latin American telecommunications association, and continues to engage with regional executives despite shifts toward internet-based platforms. Beyond his professional pursuits, Mr. Garcia is committed to civic engagement and philanthropy. He supports organizations like Tunnel to Towers Foundation and St. Jude Children's Research Hospital while maintaining active involvement with Alianza Social Continental (Social Alliance). During his years in Venezuela, he served for three years as president of Alianza Social—the nonprofit arm of the Venezuelan-American Chamber of Commerce, where he launched initiatives supporting individuals with disabilities and street children despite challenging political conditions.

Throughout his career, Mr. Garcia has demonstrated expertise in building comprehensive telecommunications ecosystems, establishing operational excellence and executing successful exits. He is recognized for democratizing telecommunications access through innovative business models that remove structural barriers for underserved populations, a capability that has unlocked entire customer bases across Latin America.

A defining milestone under Mr. Garcia's leadership was Telcel's introduction of prepaid cellular service, the first such offering in Latin America, which democratized telecommunications access for millions previously excluded by credit requirements. This innovation fueled rapid subscriber growth from 400,000 users in 1996 to one million in 1997 and ultimately to 2.5 million by the time of the company's sale. The impact extended beyond corporate success as national phone service penetration rose from 1% to 20% during his tenure.

Mr. Garcia's contributions have been recognized through prestigious honors, including Venezuela's highest civilian distinction, the Order of Francisco de Miranda, presented by the President of Venezuela. He was also honored to receive the Order of Augusto Pinaud, awarded by the International Red Cross for significant humanitarian contributions. He is a member of the Knights of Malta.

A drive for success deeply rooted in formative experiences as a child born in Cuba during the onset of communism, Mr. Garcia was sent alone to the U.S. at age 12 as part of Operation Peter Pan, a Catholic Church- and U.S.-sponsored program evacuating Cuban children. Shaped by displacement and loss, it instilled in him an enduring ambition to overcome adversity and reclaim what was lost under totalitarian rule.
