Prior to assuming the Shippensburg presidency full time, Dr. Harpster twice held the role of interim president from 2005 to 2007 and again from 2013 to 2015. In these capacities, he provided steady leadership during times of institutional change, drawing on his deep understanding of group dynamics and organizational structure. His approach consistently balanced the broader needs of the university with individual attention to faculty, staff and students.
From 1995 to 2005, Dr. Harpster excelled as vice president of student affairs at Shippensburg University. Throughout this time, he supervised the school's athletic department and prioritized student development, particularly for athletes from disadvantaged backgrounds who relied on sports as a pathway to higher education. He also served as a liaison to the Pennsylvania State Police Bureau of Liquor Control Enforcement, collaborating with law enforcement officials to bridge perspectives between campus life and state regulations. This partnership included co-authoring educational materials for federal organizations and presenting joint programs that contrasted higher education's approach to alcohol policy with that of law enforcement.
Dr. Harpster's earlier career was shaped by more than two decades at the University of North Carolina at Charlotte and the University of North Carolina (UNC) at Chapel Hill, where he advanced through various roles in student affairs and administration. His tenure was characterized by a focus on leadership development, diversity and ethics among students. Maintaining strong ties with professional organizations such as the American College Personnel Association (ACPA), he earned multiple leadership accolades at both national and state levels in Pennsylvania and North Carolina. His primary affiliation remained with ACPA throughout his career, though he also participated in specialized housing organizations and other higher education groups.
Dr. Harpster began his professional journey at Shippensburg University in 1972 as a graduate assistant while also completing his master's degree.
Throughout his career, Dr. Harpster developed and was recognized for expertise in organizational leadership, group facilitation and drawing insights from individuals within complex institutions. Colleagues frequently noted his ability to manage large-scale objectives without losing sight of personal relationships — a quality that set him apart as both an administrator and mentor. He is especially proud of having been the first in his immediate family to earn a college degree and later a doctorate, achievements that required significant perseverance given his family's background in blue-collar professions.
Among Dr. Harpster's most meaningful recognitions is the Dr. George F. "Jody" Harpster Award, which was established by student government at the University of North Carolina at Charlotte in honor of his impact on student leadership and development. He also received numerous accolades from industry organizations where he worked, including multiple leadership honors from ACPA and its state affiliates as well as being named an outstanding graduate by his high school alma mater Tyrone Area High School.
Hailing from an equally accomplished student background, Dr. Harpster earned a Doctor of Philosophy in higher education from UNC Chapel Hill; a Master of Science in college student personnel administration from Shippensburg University; and a bachelor's degree in psychology from Juniata College. Along with his education, he attributes much of his success to the unwavering support and values instilled by his parents during his upbringing in Tyrone — lessons reinforced by educators within his extended family and community. The social climate of the 1960s further influenced his belief that effective leadership requires listening closely to all voices within an organization.
Beyond the academic realm, Dr. Harpster has long been civically committed through volunteer service as a regional council member for Scouts in the Shippensburg area — a continuation of the formative experiences with Boy Scouts and Cub Scouts he took part in during his youth. He has served on the Vestry board for the Episcopal Church and engaged extensively with community planning groups in North Carolina that focus on regional development and land use recommendations. As president of Shippensburg University, he contributed to Pennsylvania's Regional Metropolitan Planning Commission by advising on federal highway funding decisions.
Dr. Harpster is also an avid reader with interests spanning autobiographies, fiction, fantasy, mysteries and suspense novels.
In his personal life, Dr. Harpster met his wife Leslie while pursuing his doctoral studies at the University of North Carolina at Chapel Hill; she was then completing an undergraduate degree before working in the social work department at UNC Medical Center. Happily married since 1982, together they have raised two adopted Korean children — a son and daughter — and now reside in Carlisle to be closer to their children and grandchildren.
Looking toward the future, Dr. Harpster remains committed to serving as an engaged citizen within Carlisle's local leadership groups while continuing to offer guidance on educational issues through speaking engagements with regional leaders. He prioritizes being an active grandfather and positive role model for both his children and grandchildren while contributing thoughtfully to community initiatives that preserve local heritage and address the evolving needs of individuals and families.
Known affectionately as "Jody," a nickname inspired by his mother reading Marjorie Kinnan Rawlings' novel The Yearling during her pregnancy, Dr. Harpster has always encouraged those around him — including his students — to use this name rather than formal titles as a way to foster greater personal connection. His legacy is defined not only by institutional achievements but also by his enduring relationships with former students — many of whom are now prominent leaders — whose growth he continues to celebrate as one of his greatest sources of pride.
