Mr. Emmel has established a distinguished career spanning over 25 years in global health policy and advocacy, marked by progressive leadership roles and a commitment to advancing public health initiatives worldwide. Since 2026, he has served as the associate vice president of global strategic partnerships and program development at Global Health Advocacy Incubator. In this capacity, Mr. Emmel spearheads thought leadership in public health, forges new partnerships and negotiates the establishment of global health programs. He has helped conceptualize and launch new projects ranging from school meals procurement reform to a partnership with Gavi, the Vaccine Alliance, to expand vaccine access in low and middle-income countries. Mr. Emmel is further recognized for translating academic research into policy advocacy, collaborating with academic, United Nations and government institutions on health policy and promoting global health initiatives throughout Africa, the Americas, Asia and the Pacific.

From 2019 to 2026, Mr. Emmel held the position of director of strategic outreach and marketing at Global Health Advocacy Incubator, an initiative of the Campaign for Tobacco-Free Kids, where he managed and developed the organizational brand. Headquartered in Washington, D.C., the global nonprofit supports civil society organizations that advocate for public health policies that reduce death and disease.

Before joining the organization, Mr. Emmel spent 2013 to 2019 as the first manager of global health advocacy initiatives at the American Academy of Pediatrics, a nonprofit member organization based in Illinois. His expertise in global health policy was also honed during his tenure as a senior policy advisor at PATH, a global nonprofit in Seattle dedicated to health equity, from 2011 to 2012, following his service as a government affairs officer between 2009 and 2011.

At PATH, Mr. Emmel was among the inaugural members of its advocacy and policy team, where he engaged with the U.S. Congress and the U.S. State Department on international treaties and helped shape innovative approaches to global health challenges.

Earlier in his career, Mr. Emmel served as a human rights officer for the National Spiritual Assembly of the Bahá'ís of the U.S. from 2005 to 2008. He also excelled as an assistant director at the U.S. Baha'i Refugee Office between 2003 and 2005. Prior to this appointment, Mr. Emmel served as the president of MeteorCity Inc., a record label and music retailer, from 1998 to 2003.

Mr. Emmel's academic background has been instrumental in shaping his career trajectory. He earned a Bachelor of Arts in international studies, cum laude, from Hawaii Pacific University in Honolulu in 2008 and a Master of Arts in security studies with a concentration in international security, terrorism and substate violence from Georgetown University in Washington in 2010. These academic experiences provided Mr. Emmel with a robust foundation in international relations, security policy and strategic analysis, skills that have proven invaluable throughout his professional journey.

In addition to his professional responsibilities, Mr. Emmel is a member of The Science Fiction & Fantasy Writers Association. He actively volunteers with children's and junior youth groups, many activities centered around his two children, participating in community service projects such as trash cleanup, food pantry work and food distribution efforts aimed at fostering youth development.

Mr. Emmel is recognized as an expert in global health policy and new global health coordinating programs, a testament to his dedication to advancing public health outcomes worldwide. An accomplished author, his works include "Taking Action in a Changing World" in 2006 and "Human Rights in an Advancing Civilization" in 2013, as well as contributions to multiple book anthologies and outlets including Health Affairs, National Academy of Medicine Perspectives and Devex. He speaks frequently on global development and health and has been quoted in media including PBS NewsHour: The Rundown, Kaiser Daily Global Health Policy Report and Nature Medicine.

Among his most significant professional achievements, however, has been Mr. Emmel's leadership in developing the Global Child Thrive Act, a landmark U.S. law directing all foreign assistance programs that interact with children and their parents to coordinate around early childhood development and protection standards. He played a central role in both the development and passage of this legislation by uniting government agencies involved in international child welfare and engaging major organizations to ensure a unified approach supporting early childhood development initiatives.

Mr. Emmel's entry into the global health field was driven by a progression through advocacy roles focused on human rights at the U.S. government level before transitioning into refugee resettlement policy work. His subsequent experience at PATH introduced him to global health innovation and policy development on an international scale, a passion that has defined his subsequent roles at leading organizations. Looking ahead, Mr. Emmel intends to help his organization and partners chart new directions for global health and development that are resilient and sustainable while seeking new collaborators who share his vision for expanding impact within this critical field.
