His responsibilities included managing medication inventories, assisting pharmacists and ensuring compliance with regulatory standards. He began his tenure at Dillons as a cashier in 2022. His duties also included collaborating with store leadership, supervising all departments and ensuring the smooth operation of store functions. His expertise in fuel center operations and information management has been instrumental in his ability to manage complex logistics and operational challenges.

Earlier in his career, Mr. Devlin served as a documentation specialist at Aria Care Partners for 6 months after serving as a pharmacy technician at UnitedHealth Group-Optum Rx for more than 9 years, including tenure as a fulfillment exceptions technician and as an associate pharmacy clerk in dispensing from 2012 to 2016.

Mr. Devlin's career also includes serving as a senior data analyst at Vangent Inc. from 2009 to 2010 and previously from 2008 to 2009 and as a data analyst at NCS Pearson and Pearson Government Solutions from 2002 to 2008, while concurrently serving at Vangent Inc. from 2005 to 2006. His responsibilities included data entry, analysis and quality assurance for federal clients.

From 2000 to 2002, Mr. Devlin served as a data entry and analysis clerk at NCS, where he developed foundational skills in information management. His professional journey began as a computer simulation key entry operator with a defense contractor, working alongside Army National Guard combat division personnel, active duty personnel, and other civilians during his college summer years of 1996-1999. This early exposure to defense industry work laid the groundwork for his later achievements in public service and operational leadership.

Throughout his career, Mr. Devlin has been recognized for his unwavering dependability across every organization he has served—including Vangent, Inc. (now General Dynamics Information Technology), UnitedHealth Group/Optum Rx and Dillons—where he has held multiple positions spanning all functions, departments and operational levels. Among his most notable achievements is being named Employee of the Month at Optum Rx in 2016, an honor that underscored both his commitment to excellence and his reputation for reliability in diverse professional environments.

Mr. Devlin's academic background includes a Bachelor of Arts in communications from Bethany College, earned in 1999. He also holds a high school diploma from Lawrence High School, completed in 1995. He has further distinguished himself through several certifications, including certified pharmacy technician credentials from the National Healthcareer Association, registration as a pharmacy technician with the State of Kansas and a certificate in medical billing and coding from Pinnacle Career Institute.

Mr. Devlin attributes much of his success to the support of his family, friends and coworkers who have influenced him throughout his life. Their encouragement has played a fundamental role in shaping his values of humility, integrity and dedication—qualities that continue to define his approach as a leader capable of managing complex operations across multiple sectors. Among his proudest honors are the Commissioner Arrowhead Award from the Heart of America Council, received in 2015, alongside recognition as Employee of the Month at Optum Rx in 2016.

Outside his professional work, Mr. Devlin's involvement with civic organizations is extensive. He is an Eagle Scout and a lifetime member of the National Eagle Scout Association, and currently serves in a number of positions at various levels (locally) for Scouting America. He has also been an active member of Trinity Lutheran Church since 1989 and contributed as a volunteer on the Traffic Safety Commission for the City of Lawrence from 2010 to 2016. Additionally, he participated in the emergency response team at OptumRx Pharmacy Inc.

Outside his professional commitments, Mr. Devlin enjoys reading, swimming, golfing and traveling.
