Mr. Budwani recently accepted the role of Administrative Deputy II with the Los Angeles County Public Defender's Office, the nation's largest and oldest public defender agency. Scheduled to begin in June 2026, the appointment places him among the organization's senior administrative leadership, supporting an office of approximately 1,100 employees operating across more than 30 locations throughout Los Angeles County. In this role, he will oversee complex administrative functions and strategic initiatives supporting one of the country's most expansive indigent defense systems.
Prior to joining Los Angeles County, Mr. Budwani served in executive leadership roles with the Santa Barbara County Public Defender's Office from 2017 through 2025, including service as Chief Financial and Administrative Officer from 2018 onward, where he functioned in both chief financial and chief information officer capacities. He provided executive oversight of finance, budget planning, information technology, legal support services, human resources, procurement, and administrative operations while serving as a principal advisor on organizational strategy and operational modernization.
During his tenure, Mr. Budwani led substantial organizational and technological transformation initiatives that modernized the department's operational infrastructure and strengthened institutional capacity. Under his leadership, the Public Defender's Office grew from approximately a $10 million operation to more than $26 million in annual funding while doubling staffing and significantly expanding organizational capability and service delivery. He served as a principal liaison to the County Executive Office and Board of Supervisors on fiscal and administrative matters, helping align departmental priorities with countywide planning, accountability, and long-term strategic goals.
Mr. Budwani is widely recognized for advancing technology innovation within public defense systems. As chief architect of the eDefender case management redesign, he led modernization efforts focused on improving data integrity, workload analytics, and operational reporting. He further spearheaded enterprise initiatives that transitioned the department toward secure, cloud-based and AI-enabled operations through deployment of Box Enterprise, Power BI analytics, integrated data infrastructure, and digital workflow solutions supporting discovery management, operational intelligence, and paperless administration. Working alongside academic and cross-functional partners, he served as product owner and strategic lead for multiple digital applications and technology initiatives designed to strengthen governance, improve service delivery, and enhance organizational performance. His leadership has consistently emphasized technology not as an end, but as a tool for accountability, operational excellence, and public service delivery.
Before joining Santa Barbara County, Mr. Budwani served as Office Administrator for the Canyon County Public Defender's Office in Idaho, where he was recruited during a formative stage of the organization. In approximately 90 days, he helped build and operationalize the office from the ground up, overseeing hiring, administrative and financial systems, technology infrastructure, case management implementation, and operational launch. The experience established an early hallmark of his career: building sustainable systems and organizational infrastructure capable of supporting effective, modern public defense services.
Earlier in his career, Mr. Budwani spent nearly seven years in private criminal and civil defense practice, serving in progressive legal support and office management roles. Working across all facets of criminal and civil litigation, he supported case preparation, legal research, document drafting, litigation management, financial administration, and law office operations. During this period, he designed and implemented paperless case management and digital document systems that improved workflow efficiency and helped shape his later leadership in legal technology and organizational modernization.
Beyond his agency leadership roles, Mr. Budwani has established a national presence in public defense innovation and legal technology. As Treasurer and Executive Board member of the National Association for Public Defense (NAPD), he contributes to national conversations surrounding fiscal equity, administrative infrastructure, and sustainable indigent defense systems. He is also a recognized national presenter and thought leader on technology modernization, artificial intelligence, and operational strategy within public defense, sharing practical frameworks for integrating data, digital systems, and emerging technologies to improve service delivery and organizational effectiveness.
Mr. Budwani studied at San José State University and the University of California, Riverside, where his academic pursuits evolved from an early pre-med focus toward Political Science and Administrative Studies, helping shape his interdisciplinary perspective on leadership, systems, and public service.
His leadership has earned national recognition, including the Award of Excellence in Innovation from Journal Technologies for advancing case management enhancements later adopted by agencies across the country. He has also been recognized for his contributions to legal technology and public-sector modernization through speaking engagements and collaborative work focused on operational innovation and justice system improvement.
Outside of his professional responsibilities, Mr. Budwani enjoys travel, sports, and spending time with his wife, Adrienne, and daughter, Elsie.
