In these roles within the STD/HIV Office, he managed prevention and surveillance initiatives, including outbreak investigations, development of epidemiologic profiles, and creation of visual infographics to disseminate incidence and prevalence data to the public and community stakeholders. Responding to rising transmission rates, his team launched a targeted public health campaign for syphilis in collaboration with the Mississippi Public Health Institute.
During this period, Dr. Riley published his first manuscript—a 10-year analysis of syphilis and HIV co-infection rates—and managed federal reporting to monitor progress toward completing Centers for Disease Control and Prevention (CDC) grant objectives. He conducted extensive data linkage across reporting systems using sophisticated analytical tools. Dr. Riley presented his scientific findings at several national, state, and local conferences. He served as data manager for the Medical Monitoring Project, sampling hundreds of HIV patients annually to assess treatment outcomes, medication compliance, and barriers to care.
Dr. Riley expanded his portfolio as an informatics epidemiologist with the Tennessee Department of Health, supporting the HIV, Sexually Transmitted Infections, and Viral Hepatitis programs. Dr. Riley's academic achievements have been instrumental in shaping his professional trajectory. He earned a Doctor of Business Administration in leadership from Walden University in 2025, where he is also a postdoctoral fellow teaching courses within the Doctor of Business Administration program. His doctoral research focused on digital transformation strategies used by church leaders to increase revenue and meet budgetary goals—reflecting his commitment to applying business acumen in community contexts. He holds a Master of Public Health in Epidemiology and Biostatistics from The University of Southern Mississippi (2015) and a Bachelor of Science in Biology from Alcorn State University (2014). Dr. Riley attributes his success to values instilled by his late mother, Allison Brister: self-belief, perseverance beyond boundaries, and service to others.

He is the founder and chief executive officer(CEO) of The Issachar Group, a nonprofit organization that advances the Gospel through a multifaceted approach to community development and benevolent activities in accordance with Christian principles. Dr. Riley provides ecclesiastical consulting and stewardship guidance, delivering religious instruction, leadership training, and strategic administration strategies to equip churches, ministries, and communities for effective operation.
