Before joining the Tennessee Department of State, Ms. Williams built an impactful career in higher education administration. She worked at Vanderbilt University and later spent more than a decade with the Tennessee Higher Education Commission, where she played a meaningful role in efforts to desegregate Tennessee's public higher education system. Through scholarship programs, faculty recruitment initiatives, and statewide outreach, she helped advance opportunities for students and educators while supporting compliance with court-ordered desegregation efforts. Ms. Williams credited the guidance and mentorship of influential leaders, including the late Tennessee Speaker Pro Tempore Lois DeBerry, whose encouragement helped open the door to her historic appointment as an administrative judge.

Throughout the conversation, Ms. Williams described the aspects of administrative law that she found most rewarding. She particularly valued hearing TennCare cases, which often involved individuals seeking access to critical medical treatments or services. These cases, she explained, reinforced her belief that the law can serve as a powerful tool for helping people navigate real-life challenges.
