Marked by more than 15 years of leadership and service across multiple fields, Mr. Gwatney currently serves as the Director of Housing and Residence Life at Midland College, where he oversees the day-to-day operations of student housing and residential living across a vibrant 24-hour campus environment. His responsibilities include supervising professional and student staff, managing housing facilities and operations, coordinating departmental priorities, and ensuring a safe, supportive, and engaging residential experience for students.
Mr. Gwatney works closely with campus partners, coordinators, and residence life staff to align departmental goals and enhance student success initiatives. He assists students with housing applications and placements, mentors resident assistants and entry-level professionals, and leads efforts to strengthen residential communities through leadership development, engagement opportunities, and operational excellence. Under his leadership, Midland College's Housing and Residence Life program has continued to evolve through operational improvements, enhanced student leadership development initiatives, expanded residential engagement opportunities, and the implementation of innovative technologies designed to improve the student housing experience. During his tenure at Midland College, he has played a key role in modernizing housing operations, expanding student leadership opportunities, and improving services that support student success and retention.
Prior to his current role, Mr. Gwatney served as Director of Housing and Accommodations at Midland College from 2023 to 2025. In that capacity, he was instrumental in developing comprehensive resident assistant programs that fostered leadership development and personal growth among students. He also coordinated accommodations services for students with disabilities, helping ensure equitable access to educational opportunities and campus resources.
Before joining Midland College, Mr. Gwatney served as a parole officer for the Texas Department of Criminal Justice from 2022 to 2023. In this role, he supervised individuals on parole, monitored compliance with legal requirements, and supported successful reintegration into society.
From 2019 to 2020, Mr. Gwatney excelled as Area Program Director for Special Olympics Texas, advancing the organization's mission to provide Olympic-style sporting opportunities for individuals with intellectual disabilities. He successfully coordinated volunteers, managed events, and promoted inclusive community engagement throughout the region.
From 2016 to 2019, Mr. Gwatney served as Director of Residential Living at Sul Ross State University in Alpine, Texas. There, he supervised residential facilities, managed staff, and developed programs focused on student engagement, leadership, and personal development.
Earlier in his career, Mr. Gwatney served as Housing Coordinator at Odessa College from 2012 to 2016. During this time, he established a resident assistant program that grew from 3 to 6 positions under his leadership, while consistently providing 50-60 educational and social programs annually for a residential population of nearly 250 students. His mentorship contributed significantly to the development of numerous student leaders, many of whom have gone on to successful careers in education, healthcare, and other professions.
In addition to his work in higher education administration, Mr. Gwatney has contributed extensively as an official in collegiate and high school athletics. He has been selected to officiate numerous championship events, including the Lone Star Conference Track and Field Championship and the NJCAA Track and Field National Championship. His officiating experience spans volleyball, basketball, baseball, and track and field at various levels, including competitions governed by the University Interscholastic League. He also serves as Treasurer of the Permian Basin Basketball Officials Association and the Permian Basin Volleyball Officials Association.
Alongside his professional responsibilities, Mr. Gwatney maintains active membership in several organizations, including the Association of College and University Housing Officers International (ACUHO-I), the Southwest Association of College and University Housing Officers (SWACUHO), and the Texas Association of College and University Student Personnel Administrators (TACUSPA).
Complementing his professional achievements, Mr. Gwatney earned a Master of Education in Student Development and Leadership in Higher Education from Angelo State University in 2026. Earlier, he earned both a Bachelor of Science in Emergency Management and an Associate of Arts in Criminal Justice from Arkansas Tech University in 2011. During his undergraduate years, he represented Arkansas Tech University on the Regional Board of Directors for the Southwest Affiliate of College and University Residence Halls.
While serving in leadership roles throughout his career, Mr. Gwatney remained committed to lifelong learning and professional development. Completing his graduate degree while overseeing complex housing operations and student support services reflects his dedication to advancing both his profession and his ability to serve students effectively.
Reflecting on his professional journey, Mr. Gwatney attributes his success to perseverance, resilience, and a commitment to helping others achieve their goals. His leadership philosophy centers on service, mentorship, and creating opportunities for students and colleagues to grow and succeed.
Also known for his civic involvement, Mr. Gwatney is a member of the Midland Police Department's Citizen on Patrol program, where he previously served on the organization's Nominations and Elections Committee. He also serves as Co-Chair of the Awards and Recognition Committee for the Southwest Association of College and University Housing Officers.
Happily married and a proud pet parent, Mr. Gwatney shares his home with his spouse, Cecil James M. Buguis, who is originally from the Philippines, and their two dogs, Dash, a terrier mix rescued as a puppy, and Sydney, a miniature schnauzer adopted from the Odessa Humane Society. Together, they enjoy building a life centered on service, community involvement, and personal growth.
