Ms. Ambrose currently serves as the founder of Aviation Aerospace Law PLLC, a firm she established in September 2025 with the intent of providing regulatory legal advice and representation to aviation businesses. Her practice is distinguished by a focus on emerging technologies, particularly unmanned aircraft systems (UAS) and advanced air mobility (AAM), and she is particularly adept at understanding complex concepts of operations and advising companies on how to legally operate within the current FAA regulations or receive regulatory relief. She has enhanced her visibility within the field by speaking at conferences and as an Autonomy Global Ambassador and contributor. Prior to founding her firm, Ms. Ambrose spent 18 years at the Federal Aviation Administration, culminating in her role as manager of the Airworthiness Law Branch in the Regulations Division within the Office of Chief Counsel from 2022 to 2025. In this capacity, she provided legal oversight for regulatory initiatives affecting aircraft safety and maintenance standards. Among her most significant achievements was serving as lead attorney on the Safety Management Systems rulemaking, which expanded requirements for parts 21, 121, 135 and section 91.147 aviation organizations to establish safety management system programs. This rulemaking enabled organizations to continuously identify hazards and mitigate risks before they escalate into accidents, marking a substantial advancement in aviation safety.

Ms. Ambrose's former positions at the Federal Aviation Administration include Senior Attorney for operations law in the Regulations Division, Lead Senior Attorney for UAS Regulation in the Office of Chief Counsel, and Program Manager in the UAS Integration Office. Her tenure at the Federal Aviation Administration began in 2007 as a staff attorney, where she handled employment and labor law matters before transitioning into roles focused on regulatory development and emerging technologies.

Ms. Ambrose's contributions at the FAA have been recognized with several prestigious awards, including an FAA Strategic Achievement Award for her work on implementing the Low Altitude Authorization and Notification Capability (LAANC) system—a project that reduced drone airspace authorization processing times from approximately three months to 30 seconds—and an Aviation Safety Excellence in Safety Team Award for her legal work on the Safety Management Systems rulemaking. Additionally, she is a multiple-time recipient of Partnering for Excellence awards from the FAA Unmanned Aircraft Systems Integration Office.

Earlier in her career, Ms. Ambrose was a senior research associate with the Public International Law & Policy Group from 2004 to 2005, where she supported several international legal initiatives in Botswana, the Philippines, and Kosovo. During law school, she interned in the American Civil Liberties Union Washington Legislative Office and supported the Women in International Law program at the Center for Human Rights and Humanitarian Law. Furthering her professional standing, she maintains active involvement in several industry-related organizations as a member of the Women's Bar Association of the District of Columbia, Aero Club of Washington, Vertical Aviation International, Greater Washington Business Aviation Association, National Business Aviation Association, the International Aviation Club, and the American Bar Association Forum on Air and Space Law.

Academically, Ms. Ambrose's background includes a Juris Doctor from Washington College of Law at American University in Washington, District of Columbia and a Master of Arts in International Affairs from the School of International Service at American University. She also holds a Bachelor of Arts in Political Science and English from the University of Wisconsin-Madison.

Beyond her formal education, Ms. Ambrose attributes her career direction to an enduring passion for aviation; as a child, she obsessively read Amelia Earhart biographies and was President of her middle school's Young Astronauts club. She credits her success to a community of exceptionally intelligent and safety-devoted professionals who have served as mentors and collaborators throughout her career at the FAA and beyond.

Beyond her professional pursuits, Ms. Ambrose is civically engaged with organizations like the Unitarian Universalist Congregation of Rockville, where she has served on the Interim Minister Search Committee, Worship Arts Committee, and Music Committee, among others. She also participates as a singer with the Rockville Chorus, and is a member of the Washington DC Speculative Fiction Writers Group. In her personal life, Ms. Ambrose balances her professional commitments with spending time with her husband and two children.

In the upcoming years, she aims to grow her law firm to give access to consistent and informed legal advice to aviation businesses that may not have the ability to hire in-house counsel or who need to supplement in-house expertise with a regulatory specialist. Her goal is to facilitate the safe integration of highly automated emerging technologies—particularly UAS/ drones and AAM—into the national airspace in ways that take into account community concerns, privacy, and potential environmental impacts.
