He spent two decades with AT&T, where he led teams responsible for delivering large-scale technology solutions supporting mission-critical business operations. Among his accomplishments was the development and deployment of the first BlackBerry server in the United States.

In 2018, Mr. Neyer began volunteering his technology expertise to support Georgia Student Scholarship Organization. Recognizing opportunities to improve efficiency and scalability, he personally architected and developed the organization's proprietary scholarship administration platform, modernizing operations and positioning the organization for growth. His contributions demonstrated both technical expertise and leadership ability, leading to his appointment by the founder as President and Chief Executive Officer in 2020.

Under his leadership, Georgia SSO experienced significant operational growth and transformation. Through innovative technology solutions and disciplined organizational management, the organization has facilitated more than $100 million in donations and supported the awarding of more than 100,000 scholarships to students and families seeking educational opportunities.

Building on that success, Mr. Neyer expanded the organization's successful Georgia model into Federal Student Scholarship Organization and became its President and Chief Executive Officer in 2026. Today, he leads Federal SSO's national expansion efforts, leveraging decades of technology leadership experience to strengthen school partnerships, improve operational efficiency, and increase educational opportunity across the United States.
