During this period, she managed the entire contracting process, commonly referred to as "cradle to grave, "which encompassed identifying government purchasing needs, conducting market research, developing procurement strategies, and overseeing the acquisition of goods and services. Ms. Richards's primary focus was on large-scale logistics and base life support services in regions such as Iraq and Kuwait. As a warranted administrative contracting officer, she ensured strict compliance with service contracts, ensuring that all deliverables met government specifications.
Leveraging a military career that spanned over 25 years, Ms. Richards served in both active duty and reserve capacities. She was deployed twice, first to Iraq for Operation Enduring Freedom at the onset of the war, where she spent six months with an engineer company installing what became the longest operational pipeline in U.S. Army history, 225 miles, and later to Afghanistan for one year in 2011. After returning from Afghanistan, Ms. Richards transitioned her military occupational specialty to contracting upon recommendation from a U.S. Army career review board. She completed training at the Army Acquisition School in Huntsville, Alabama, which marked the beginning of her distinguished career as a contract specialist.
During her tenure in the military, Ms. Richards spent time at Camp Taji in Iraq. Faced with a lack of proper systems for contract administration and widespread noncompliance by suppliers, she led an exhaustive 11-day inventory of food supplies. Her efforts uncovered significant issues, including improper tracking, incorrect portion sizes and unauthorized removal of food by local employees. Through Ms. Richards's leadership, these problems were rectified, resulting in substantial cost savings for the government and prompting a Defense Contract Audit Agency audit that ultimately led to the closure and restructuring of the base.
Ms. Richards's expertise was further recognized when she became the only noncommissioned officer managing contracting and logistics across six European countries, including Poland, Estonia, Hungary, Lithuania, Latvia and Romania. During Operation Assure and Deter, initiated in response to the Ukraine crisis, she provided critical services to refugees crossing into Poland. She also supported personnel evacuated from Afghanistan throughout Europe by arranging housing, meals and accommodations tailored to specific dietary needs.
Foundational to her success, Ms. Richards completed a bachelor's degree in biology and French at Lincoln University in Missouri in 2000. Her undergraduate studies were supported by a military scholarship following her enlistment at age 19. In 2005, Ms. Richards earned a Doctor of Jurisprudence from Texas Southern University. Notably, her internship at the college of medicine at Baylor University provided early exposure to medical practice. However, she ultimately redirected her ambitions toward law after formative experiences working at Biggs Forensic Center, a maximum-security facility for individuals deemed criminally insane, in Missouri. Today, Ms. Richards remains affiliated with Phi Alpha Delta.
Ms. Richards holds a contract professional certification under the Defense Acquisition Workforce Improvement Act, which has been integral to her ability to manage high-stakes government contracts throughout her career. Her decision to pursue law was influenced by witnessing firsthand how legal processes impacted vulnerable individuals within the mental health system. This experience inspired Ms. Richards to learn how to navigate complex legal frameworks and advocate effectively within them.
Beyond her professional pursuits, Ms. Richards is civically engaged as a volunteer with the Boys and Girls Club, Habitat for Humanity, and supports fundraising initiatives for the Susan G. Komen Foundation. These activities underscore her commitment to giving back to the community.
