Prior to founding Seven Bells Consulting, Mr. Gallagher served as a self-employed executive consultant from 2017 to 2024 after spending the previous 32 years at Dell EMC Inc., where he served in various leadership positions. He culminated his tenure there as president of the cloud platform team for three years after prior stints as president of the enterprise and midrange systems division and president of the enterprise storage division.

Mr. Gallagher's tenure as a senior vice president and general manager at Dell Inc. from 2000 to 2009 was marked by significant achievements. After Moshe Yanai's departure in 2000, he assumed major responsibilities for high-end technology at a time when profit and revenue were expected to decline. In 2009, he spearheaded a five-year strategy that reversed these projections: instead of a three percent decrease in revenue, the company achieved nine percent growth. It also gained two points of EBIT, rather than losing the predicted two points. This turnaround strengthened Dell's internal structure and supported its acquisition strategy, ultimately enhancing its value ahead of its sale to Dell Technologies under Joe Tucci's leadership.

A defining milestone in Mr. Gallagher's career was his pivotal role in introducing flash technology into the data storage market. Recognized as one of EMC's technology co-founders alongside another key figure, he played a central role in developing products for the IBM mid-range market in the early 1990s—products that generated essential revenue for hiring Moshe Yanai to manage mainframe technology. In 2007, Mr. Gallagher led the development and introduction of high-density solid-state technology known as flash, transforming IT data centers worldwide by replacing large magnetic platters prone to failure with more reliable solutions. This innovation originated from a project with the Department of Defense around 2006 and remains one of his most notable achievements. He served as vice president of engineering from 1997 to 2000.

Mr. Gallagher's earlier roles include serving as director of Symmetrix systems engineering from 1995 to 1997, a senior manager in the open storage group from 1994 to 1995 and a manager of midrange systems and advanced development from 1988 to 1993. He was also a project leader for midrange systems and a senior project engineer for VS Systems at Wang Laboratories (now Getronics) in Lowell.

Throughout his career, Mr. Gallagher has demonstrated exceptional technical acumen, earning recognition as an expert in complex systems engineering, artificial intelligence and intelligent data infrastructure. He holds twenty-three United States patents in data storage technology—a testament to his innovative contributions—and is a member of Eta Kappa Nu and IEEE.

Academically, Mr. Gallagher's foundation began with a bachelor's degree in electrical and electronics engineering from Tufts University in Medford in 1982, where he concentrated on digital electronics and microprocessor technologies. His decision to pursue engineering was influenced by a high school counselor who recognized his potential and encouraged him toward a technical path and away from forestry—a pivotal moment that launched his career in technology. Mr. Gallagher furthered his education with a master's degree in computer engineering from Worcester Polytechnic Institute in Worcester in 1990.

Throughout his career, Mr. Gallagher's achievements have been recognized with prestigious honors, including the Presidential Award for Cost Transformation in 2003 and the Presidential Award for ERP Transformation in 2001, both at EMC (now Dell Inc.).
